Prosecutor Lincoln Gakiya and the Attorney General of the state of São Paulo, Paulo Sérgio de Oliveira e Costa, defended this Friday (24) the importance of coordinating efforts at a national level with a national anti-mafia agency, a structure that would integrate the efforts of the police and inspection and control bodies, such as the Federal Revenue Service and the Financial Activities Control Council (Coaf). 
In a press conference, the authorities also defended the tightening of legislation against organized crime, supporting the proposal of the Ministry of Justice and Public Securitythe importance of a law that speeds up the process of expropriation of criminal assets and the urgency of a more robust and effective structure to protect authorities, police officers and, mainly, witnesses
Gakiya also stated that the PCC is in fact the first Brazilian mafiaas operations in recent years have demonstrated their attempts to infiltrate political power, legal businesses and also financial structures, at an “unsustainable level”.
“They use strategies of controlling territory and intimidating authorities,” explained Gakiya, as forms of deterrence.
“The way to start getting out of this is to tighten legislation and clearly tell society that we are capable of being more organized than crime”, said Oliveira e Costa, for whom the powers need to come together urgently, overcoming political-ideological issues in favor of protecting lives.
The press conference showed the position of the Public Ministry of São Paulo (MP-SP) after the release of the Operation Reconan effort by the institution and the state police to arrest faction members who were gathering information about Gakiya, and the prison coordinator in the western region of São Paulo, Roberto Medina, responsible for the Presidente Venceslau and Presidente Bernardes units, where part of the faction’s leadership is located. Gakiya is today one of the main public prosecutors working to investigate and combat the PCC.
Operation
During the operation, 25 home search warrants were served in the cities of Presidente Prudente (11), Álvares Machado (6), Martinópolis (2), Pirapozinho (2), Presidente Venceslau (2), Presidente Bernardes (1) and Santo Anastácio (1). According to the state’s Public Security Secretariat (SSP), two men were arrested for drug trafficking in Presidente Prudente, where the group rented a house about a kilometer from the prosecutor’s residence.
“In the action, more than 4.3 kilos of drugs, four vehicles, a simulacrum firearm, 30 .380 caliber ammunition were seized, as well as R$7,600 in cash. Electronic equipment and notes were also collected to contribute to the investigations”, they stated in a note.
According to the MP-SP, criminals had already identified, monitored and mapped the daily habits of authorities“in a meticulous and audacious plan that demonstrated the degree of danger and audacity of the organization”. Gakiya even stated that his house was flown over by drones three weeks ago.
According to the Public Ministry, the cell operated under a rigid compartmentalization scheme, in which each member performed a specific function, without knowing the entire plan, which made it difficult to detect the plot. The sophistication of the group included the division between informants and executioners, the latter being part of an elite group called the restricted tune, responsible for attacks against authorities and police and for rescues.
Members of this group have already worked in the murder of prison guards in Paraná and were involved in attack plans against senator Sergio Moro. According to Gakiya, there are suspicions that the group was involved in the murder of former police chief Ruy Ferraz, on September 15. The police have already arrested eight suspects involved in this case, the last one on Tuesday (21).
