“The right to peacefully assemble without weapons is a constitutional right that can be restricted to the extent that the cause for which the state of emergency is called is related to this meeting. There is no relationship here. The reason for which the state of emergency is declared is to end crime (insecurity). The PNP murders a boy, I protest for that. Can’t I gather together? Of course I can,” he mentioned.

He assured that this is known “perfectly” by the president of the Council of Ministers, Ernesto Álvarez. “He is a lawyer and knows that a constitutional right cannot be prohibited. Of course they can meet otherwise there would be no soccer games or procession of the Lord of Miracles,” he added.
