Suspension of the Castro subsidy: Europe prepares measures for 2026

The Assembly of the Cuban Resistance highlighted the recommendation of the European Parliament as “a key step” to end community financing to the regime.

MADRID, Spain.- The Budget Committee of the European Parliament recommended the audit and suspension of funds allocated to policies that do not yield expected results, including the Political Dialogue and Cooperation Agreement between the European Union and Cuba (PDCA). The proposal includes redirecting these resources towards urgent and non-controversial measures, such as supporting Ukraine in its resistance to the Russian invasion.

The initiative was promoted by the Conservatives and Reformists Bloc, and also had the support of other European political forces, which reinforces its weight within the process of approving the community budget for 2026. Although it still has to overcome other institutional steps, the ruling reflects a significant shift in the European position towards the Cuban regime.

The next step will be to bring this recommendation to a vote. If approved, it would come into force as part of the European Union budget debate, which will involve directly discussing the subsidy to the regime. Although the Council of the European Union has the final say, it is a complex process that requires broad institutional consensus. For the regime, this scenario represents a transversal and unprecedented debate on the legitimacy of European financing to Havana.

The Assembly of the Cuban Resistance (ARC) celebrated the decision and requested that the definitive suspension of funds allocated to Castroism be carried out. “This is a key step in eliminating the immoral European subsidy to a tyranny roguely subordinated to Russian aggression against Ukraine,” he declared. “We congratulate the group of conservatives and reformists and the other historical and political blocs of the European Parliament for this measure, through which the Budget Committee recommends, rules, that it is time to suspend the immoral subsidy to the communist regime of Cuba to use it for immediate, effective and non-controversial things for the European Union. One of them may be aid to the people of Ukraine. This is an important step and the Assembly of the Cuban Resistance fully supports it,” added Gutiérrez Boronat in his statement.

The Committee’s recommendation comes amid a tightening of the European diplomatic siege on the Cuban regime. In recent weeks, the Secretariat of the Council of Europe in Strasbourg agreed to include in its agenda the designation of Cuba as a State sponsor of terrorism, a sign of growing isolation for Havana on the international stage.

The final decision on the suspension of these funds will be part of the European Union’s budget negotiations for 2026. If approved, it would mark a milestone in the relationship between Brussels and Havana, and would represent a change of course in the use of community resources.
