These are the four points on which the Álvarez cabinet will work

The President of Council of Ministers, Ernesto Álvarez, presented the management plan of the transitional government led by José Jerí Oré, detailing four strategic pillars focused on guaranteeing democratic stability, promoting economic growth, promoting social reconciliation and strengthening citizen security until the 2026 elections.

Burneo warned that the organization is at serious risk due to the lack of budget guarantee.

The first pillar explained was democratic transition and stability: elections and order. The main objective of Álvarez’s administration is to ensure a “democratic, orderly and free transition” that culminates with the elections of April 12, 2026, closing the cycle of instability. So the following points will work:

Electoral Commitment: Free, neutral and secure elections will be guaranteed, committing not to interfere in the autonomy of the electoral bodies, the judicial system and the press.
Guiding Principles: Management will be guided by Institutional Respect, Electoral Transparency (with technical and financial support to electoral entities) and Accountability before the next government.
OECD: Peru will maintain its accession process to the OECD as a symbol of modernization and good governance.

The premier also said that work would be done to boost the economy and unlock investments. The Álvarez Cabinet has set a growth goal of 3.2% for 2026, focusing its efforts on unlocking large projects and expanding markets. Within it, the most redeemable points are:

Mining Investment: The aim will be to reach US$5.1 billion in mining investment by the end of 2025 and an additional US$2.1 billion in the first half of 2026.
Infrastructure and Gasification: Priority will be given to unblocking irrigation megaprojects (Chavimochic III, Majes Siguas) under the Government to Government (G2G) modality. In addition, the construction of the New Central Highway will begin in May 2026 and natural gas will be widespread in Cusco, Huancavelica and Puno.
Commerce and Agro: The opening of 16 new markets is planned for key products such as bananas and blueberries, with the aim of exports exceeding US$ 83 billion in 2025. Agricultural Insurance will be expanded to 2 million hectares with a compensation of S/ 1,000 per hectare.
Tourism: The Choquequirao Project (US$ 261 million) and the Arequipa-Colca Tourism Corridor will be promoted.

The fourth point presented by Álvarez was national reconciliation and closing social gaps. The Government of Jerí Oré will focus its social policy on national reconciliation and inclusion, with emphasis on health and education. In the sector, proposals stood out such as:

Education and Scholarships: 10 new Bicentennial Schools will be delivered (reaching 75 in total) and 20 thousand 18 Scholarships, 10 thousand Tec Scholarships and 8 thousand Permanence Scholarships will be awarded.
Health and Housing: Progressive Universal Coverage will continue and the execution of 8 hospitals and health centers in regions such as Puno, Piura and Ayacucho. In housing, it is expected to deliver 136 thousand property titles.
Justice and Social Assistance: It is proposed to reform the civil and criminal procedural codes to streamline processes and the provisional status of judges and prosecutors will be eliminated. The social programs will assist 140,000 orphaned children and 10 new Women’s Emergency Centers (CEM) will be created to combat gender violence.

In the area of citizen security and defense of sovereignty, to combat crime, the Executive will promote technological measures and the reinforcement of police capacity. Here are some points that the premier touched on:

Technological Reinforcement: The 911 project will be launched in Lima and Callao, and video surveillance with Artificial Intelligence (AI) will be installed in 3,000 points in the country by January 2026, connected to 107 police stations.
Fight against Extortion: A special Unit will be created under the DIRINCRI with 100 new troops. Operators must apply mandatory police geolocation and tools such as an anti-extortion panic button and a voice bank will be developed.
Operational Capacity: An additional 6,558 police officers will be hired through the purchase of francs, 250 specialized intelligence agents will be added, and internal police corruption will be combated.
Immigration Control: 4,000 immigration operations will be carried out until December 2025 in international coordination against cross-border crime.
