Traditional populations, extractivists and artisanal fishermen will be able to obtain rural credit in a more simplified way. The National Monetary Council (CMN) approved, this Thursday (23), changes to the Rural Credit Manual (MCR) to speed up the granting of financing to these communities.
Among the main adjustments, the CMN defined that the registration receipt in the Rural Environmental Registry (CAR), necessary for applying for credit in conservation units, must be issued by the body responsible for managing the area and include the name of the applicant as a member of the beneficiary families of the protected area.
Furthermore, for communities that live in or regularly use conservation units such as Extractive Reserves, National Forests and Sustainable Development Reserves, the requirement to be included in the CAR has been waived.as long as the applicant’s name is included in the official list of beneficiary families, published by the Chico Mendes Institute for Biodiversity Conservation (ICMBio) and accessible to financial institutions.
In a note, the Ministry of Finance informed that the changes seek to adapt rural credit requirements to the reality of these communitiesconsidering forms of occupation and sustainable use of natural resources, in accordance with environmental legislation and the National Policy for Sustainable Rural Development.
Chaired by the Minister of Finance, Fernando Haddad, the CMN also brings together the president of the Central Bank, Gabriel Galípolo, and the Minister of Planning and Budget, Simone Tebet.
