The Peruvian Government, through Ministry of Economy and Finance (MEF)ratified its commitment to the promotion of sustainable investments and the consolidation of Public-Private Partnerships (PPP) as one of the main drivers of development in the country.
During the inauguration of the International Congress of Infrastructure and Development – CIID 2025, the Minister of Economy and Finance, Denisse Miralles, said that Peru is building a new stage of growth based on security, democracy and investment.
“Infrastructure is not just cement or steel: it is employment, productivity and opportunities for millions of Peruvians. But none of this lasts if we do not guarantee its operation and maintenance; only then do public services become sustainable, efficient and of quality,” said the head of the MEF, Denisse Miralles.
Minister Miralles highlighted that in 2024 the country achieved a historic performance with more than US$8.9 billion in PPP projects awarded, the highest amount in the last decade. He added that for the remainder of 2025, an additional US$1,411 million is expected to be awarded in emblematic projects such as the Ancón Industrial Park and the Puerto Maldonado WWTP, along with four addendums that represent commitments for US$2,421 million. By 2026, Proinversión will promote a portfolio of US$10,398 million in strategic sectors such as electricity, sanitation and transportation, in addition to the addendum of the Second Group of Airports for US$1,300 million.
“The challenge is not only to build more, but to build better, with a long-term view and with fiscal responsibility. Every sol invested must be transformed into well-being and confidence for Peruvian families,” stressed the Minister of Economy and Finance.
Miralles also highlighted the strengthening of the Works for Taxes (OxI) mechanism, which is consolidated as a key tool for the decentralized execution of investments. As of September 30, 2025, 866 projects have been awarded for more than S/15,000 million, benefiting more than 29 million Peruvians in the education, transportation and health sectors.
Finally, the head of the MEF reaffirmed that the Government of President José Jerí is moving forward with determination in three major objectives: security, democracy and investment. “A safe country is also built with solid public infrastructure, reliable services and efficient management of resources. Our goal is to leave the next Government a State with clear accounts, sustainable projects and renewed confidence to continue growing,” he concluded.
