CDMX is going to “revive” police modules with 24-hour surveillance in neighborhoods

In the security report of this October 16, the head of government, Clara Brugada, highlighted that high-impact crimes had a decrease of 12% between January and September of this year, compared to the same period in 2024.

In the case of intentional homicide and vehicle theft with and without violence, a 10% reduction was recorded in this same range of comparisons, as well as a 16% reduction in theft in its different modalities.

The official figures contrast with the National Urban Public Safety Survey (ENSU) of INEGI, an institution that in the second quarter of 2025, reported that Xochimilco was positioned as the mayor’s office in which 7 out of 10 inhabitants report feeling unsafe.

Another of the most striking cases is Tlahuacwhich went from a perception of insecurity of 60.6% at the beginning of 2025 71.6%for the middle of the year. In particular, in this district, multiple homicides have been recorded, such as the one that occurred last February that left five victims and the shooting on October 12 in Tlaltenco that left three dead and five wounded by firearms.

Other municipalities that registered an increase in the perception of insecurity were Gustavo A. Madero, Azcapotzalco, Cuauhtémoc and Miguel Hidalgo. In contrast, Benito Juárez remains among the districts with the lowest levels of perception of insecurityalthough it reported a slight increase between the periods from January to March and April to June.

From stations to police modules

The former head of government, Miguel Ángel Mancera Between 2013 and 2017, it built a total of 70 “Police Stations” equipped with security cameras and personnel from different agencies, which were installed in underbridges and places with a high incidence of crime with the aim of having surveillance 24 hours a day.

In the administration of the current president, Claudia Sheinbaum, most police stations were converted into Points of Innovation Freedom, Art, Education and Knowledge (Pillars)under the argument that they did not help reduce the incidence of crime and represented a real estate business for their predecessor.

“There were about 100, 200 police officers, because it is a very small place, so we returned them to their original barracks, we are improving them,” said the former president in September 2019.

Some of these stations that were destined for Citizen Security and were not converted to Pilares, today look abandoned and without equipment, like the station General Anaya located next to the Legislative Palace of San Lázaro and the station Cold Riverwhich is sporadically occupied by Auxiliary Police personnel hired by the Iztacalco Mayor’s Office, as Expansión Política found on a tour.

For Víctor Hernández, the rehabilitation of the security modules proposed by Clara Brugada is a policy that is close to the police stations proposed by two previous administrations, although on a smaller scale.

“The issue here is that public policy is being made without evidence if it works and safety results are not being taken into account as inputs,” he points out.

The capital government promises that, together with its “house-to-house” police strategy and security modules, there will be a decrease in the perception of insecurity and a considerable drop in high- and low-impact crimes.

It is expected that each security module recovered and built will serve more than 38,000 residents.
