In a message to the nation lasting just 46 seconds, the President José Jerí declared in state of emergency Lima and Callao for a period of 30 days as part of a series of measures to address citizen security.
In the resolution published in the official newspaper El Peruano, a series of actions are established that include the prohibition of mass gatherings, patrolling at bus stops and critical areas, prohibition of the circulation of two adults on linear motorcycles and identity control operations. Added to this is the restriction of visits in penitentiary centers and the actions of the combined forces, made up of the National Police of Peru, the Armed Forces and the Municipal Serenazgo.
TheNational Police of PeruIt will be the entity in charge of maintaining control of internal order, with the support of the Armed Forces, “to confront crime and other situations of violence.” It will be the PNP that will determine “the areas of intervention, essentially based on intelligence, indicators, statistics, crime maps, among other instruments.”

Prison control: restriction of visits
Another notable aspect is prison control and illicit telecommunications. HEThey will restrict visits to establishments
penitentiary. Specifically, one weekly visit will be allowed for inmates in the ordinary closed regime and one biweekly visit for inmates in the special closed regime. This second group will only be able to receive visits from their relatives within the fourth degree of consanguinity and second degree of affinity.
Meanwhile, in actions to mitigate illicit telecommunications, theelectrical blackout in the cellsallowing only lighting and the dismantling and destruction of illicit telecommunications antennas, entrusting the maintenance to the Armed Forces.
Prohibition of the transit of 2 adults on a linear motorcycle
The work of the Combined Forces, made up of the National Police of Peru, the Armed Forces and the Municipal Serenazgo, is also mentioned. This group will carry out inspection and control of various measures. Among the main ones is the prohibition of the transit of two adults in minor motorized vehicles of the vehicular category (linear motorcycles).
In addition to this, the following identity control operations will be carried out: for drivers of motorized and non-motorized vehicles, for foreigners who are included within the assumptions of the special exceptional administrative sanctioning procedure and for properties that include unlocking if necessary.
Also, the intervention and internment of vehicles in authorized depots will be carried out if they display adulterated documentation and/or illegible plates that are deteriorated, adulterated, damaged, laminated or with objects that do not allow the correct identification of the vehicle.
