The Chamber of Deputies approved this Tuesday (21) the bill (PL) 4499/25, which typifies the crime of City Domination, which involves the obstruction of roads to commit crimes. The text amends the Penal Code and also the Heinous Crimes Law, to establish that the practice of this type of crime will be punished with sentences of 18 to 30 years. The matter goes to the Senate for analysis.
The initiative, authored by deputy Coronel Assis (União-MT), aims to confront urban violence and the sophistication of criminal actions known as “city domination”, understood as practices in which armed organizations, highly structured and equipped with heavy weapons, promote roadblocks and coordinated attacks against financial institutions and public structures.
According to the proposal, the crime of city control, also known as “new cangaço”, will be committed by anyone who orders, executes or participates, in any way, in blocking traffic routes, land or waterways, or structures or equipment of public security forces, using a weapon, to commit crimes.
An agreement between deputies included an article to avoid the criminalization of social movements. According to the article, the classification of city domination does not apply to the individual or collective conduct of people in political demonstrations, social, union, religious, class or professional category movements, directed by social or demanding purposes, “aimed at contesting, criticizing, protesting or supporting, with the aim of defending constitutional rights, guarantees and freedoms”.
The proposal also amended the Penal Code to increase the penalty for the crime of trawling. According to the project, the crime will be punished with a sentence of six to 15 years and a fine.
The penalty will be increased by 1/3 to half if the crime is committed using a firearm, explosives or devices of destruction; result in serious bodily injury; involve a number equal to or greater than 10 agents.
“If the conduct results in death, a prison sentence of 20 to 30 years applies, without prejudice to the corresponding penalty for the crime against life”, says the text.
Increased penalties
Deputies also approved another bill (PL) 4176/25 that increases penalties in cases of homicide and bodily harm against state agents.
The text increases homicide penalties when committed against agents of the Unified Public Security System, the socio-educational system, the Judiciary, Public Prosecutor’s Office, Public Advocacy from 20 to 40 years of imprisonment, when committed against professionals, spouse, partner or affinity relative up to the third degree. In the case of bodily harm, the penalties will be two to five years in prison. The matter also goes to the Senate.
