The Transparency Civil Association condemned the death of Eduardo Ruizknown in art scene as Truvkoand highlighted that “there is no justification for the actions of the police officer who ended the life” of the protester. “It is a reprehensible, unacceptable act that must be punished,” they wrote in a statement.
For this reason, they urged to stop “normalizing the death of Peruvians in marches and protests.” They reminded citizens that to date there is no criminal or political responsibility for the deaths of 50 citizens during the demonstrations at the end of 2022 and beginning of 2023.

In that sense, they demanded that the practice of infiltrating armed plainclothes police into citizen mobilizations be ended. “Other practices such as the indiscriminate use of tear gas on peaceful protests should not be abused. PNP confirms that non-commissioned officers Luis Magallanes and Omar Saavedra have been arrested for the murder of Eduardo Ruiz
Through an official letter sent to the Public Ministry, theNational Police of Peru(PNP) reported on the flagrante detention ofLuis Magallanes Gaviria28 years old, andOmar Saavedra Bautista26. Both are non-commissioned officers assigned to the Criminal Investigation Directorate (Dirincri) and are being investigated for the murder ofEduardo Ruiz Sanzrapper known as Trvko, who participated in the October 15 march in rejection of the Government and Congress.
According to the document delivered to the Prosecutor’s Office, the PNP determined thatMagallanes Gaviriais, according to preliminary indications, the author of the shot that ended the life of Eduardo Ruiz Sanz. The document ensures that the third-rate non-commissioned officer admitted his participation. This fact had already been publicly exposed by the head of the PNP, Óscar Arriola. In addition, the document confirms that Saavedra Bautista also fired shots during the incident.
The PNP indicated that it is waiting for the opening of a preliminary investigation file. As reported by the Prosecutor’s Office through its social networks, these investigations have already begun and will be in charge of the Third Supraprovincial Prosecutor’s Office Specialized in Human Rights and Counterterrorism, responsible for the case.
Likewise, the Prosecutor’s Office reported that it requested theLima Police Regionsending operational plans, telephone orders and all related documentation, in order to identify the command structure, zoning and allocation of troops during the demonstration, with the aim of collecting information necessary for the announced investigation.
