Santo Domingo. – President Luis Abinader presented this Monday a series of international indices and reports that confirm the consolidation of the Dominican Republic as a regional leader in democratic governance, institutional transparency, security and economic development.
During his weekly meeting with the press, the head of state, accompanied by the Minister of Foreign Affairs, Roberto Álvarez, highlighted the country’s significant progress in various global measurements.
Álvarez cited the result of Transparency International’s 2025 Corruption Perception Index, in which, since 2020, the country achieved its best score in more than a decade, rising 33 positions globally and ranking 104 out of 180 nations analyzed.
This progress responds to the independence of the Public Ministry, the strengthening of control agencies and the application of a policy of zero tolerance for corruption.
In democratic matters, The Economist Intelligence Unit’s 2025 Democracy Index placed the country in position 52 out of 167, rising nine places compared to the previous year and occupying eighth place in Latin America and the Caribbean, also reversing the trend of loss of democratic quality in previous years. This progress is attributed to greater citizen participation, institutional strengthening and respect for freedoms and the rule of law.
Global Peace and Press Freedom Indices
Likewise, the chancellor continued to explain, the Global Peace Index of the Institute for Economics & Peace highlighted that the Dominican Republic obtained a score of 1.99 out of 5, with 1 being the best score.
This places the Dominican Republic as the sixth most peaceful country in the region and number 73 worldwide, exceeding the Latin American average of 2.18. This reflects the reduction in crime, the effectiveness of social prevention, low militarization and sustained political stability.
Regarding freedom of expression, Reporters Without Borders’ 2025 Press Freedom Index ranked the country 43rd out of 180 nations, and fifth in Latin America and the Caribbean, with a score of 70 out of 100, well above the regional average of 54.18. The Dominican Republic stood out in the indicators of political context, social governance and legal framework.
The DR remains among the main foreign investment destinations in the region
On the other hand, the 2025 Investment Climate Report of the United States Department of State reaffirmed that the Dominican Republic is one of the main destinations for foreign investment in the region. The report highlights advances in tourism, energy, free zones, telecommunications and mining, driven by macroeconomic stability, structural reforms and the promotion of public-private partnerships.
Additionally, the country was removed from the intellectual property watch list, reflecting greater international confidence.
Human rights
In terms of human rights, Álvarez stated that the Report on Trafficking and Smuggling in Persons (TIP Report), also from the United States Department of State, recognized the progress made by the country after the government proposed the Comprehensive Modification Bill to the Trafficking and Trafficking Framework and the implementation of the National Plan against Trafficking 2025–2028, measures that allowed it to be removed from the watch list.
UN approves Gang Suppression Force (GSF) in Haiti
Another achievement achieved after several years of requesting international cooperation is that the UN Security Council approved Resolution 2793 last September, which transforms the Multinational Security Support Mission in Haiti (MSS) into a Gang Suppression Force (GSF), with a hybrid financing scheme and the participation of 5,550 troops, including military personnel.
These international recognitions confirm that the Dominican Republic is advancing with firm steps towards more solid and transparent public management, with a better environment for all citizens and creating more and more jobs. “Today the world recognizes the country as a nation that inspires respect, opens opportunities and defends democratic and human values.”
