Two more statements will be taken by the INSS Joint Parliamentary Commission of Inquiry this Monday (20), starting at 4pm. Felipe Macedo Gomes, former president of Amar Brasil Clube de Benefícios (ABCB), will have to explain more than R$1.1 billion in undue discounts for retirees and pensioners.
Former member of the National Social Security Council (CNPS) Tonia Andrea Inocentini Galleti must inform parliamentarians what blocked her complaints and requests for regulation of Technical Cooperation Agreements (ACTs) signed with associations and unions.
Suspicions
Tonia Galleti’s hearing meets five requests, from senators Izalci Lucas (PL-DF), Damares Alves (Republicanos-DF) and deputies Beto Pereira (PSDB-MS), Adriana Ventura (Novo-SP) and Duarte Jr. (PSB-MA).
In his request (REQ 60/2025), Izalci Lucas argues that the investigation within the scope of the CPMI cannot be understood “solely by analyzing its final executors”, but considers it important to investigate the structural flaws and “deliberate omissions that occurred in the decision-making epicenter of the system”.
The testimony of Felipe Macedo Gomes, former president of the Association of Retirees and Pensioners Amar Brasil Clube de Benefícios (ABCB), meets seven requests, from senators Fabiano Contarato (PT-ES) and Damares Alves (Republicanos-DF) and deputies Rogério Correia (PT-MG), Orlando Silva (PCdoB-SP), Paulo Pimenta (PT-RS) and Evair Vieira de Melo (PP-ES).
When justifying the testimony (REQ 910/2025), Fabiano Contarato points out that Felipe Gomes would have been identified by investigations by the Federal Police and the General Comptroller of the Union (CGU) as one of the operators of the INSS fraud scheme.
According to the senator, between 2022 and 2024, the former leader of the association would have generated more than R$1.1 billion through undue discounts on social security benefits.
“Amar Brasil Clube de Benefícios (ABCB) was authorized to deduct up to 2.5% on social security benefits in 2022, starting to carry out charges that affected thousands of retirees and pensioners, many without any link or express authorization to join the entity,” says Contarato.
“There is evidence that the association worked as a front for irregular financial operations, using the structure of agreements with the INSS to illicitly raise funds, which constitutes a serious violation of the beneficiaries’ rights”, adds the senator in the justification.
INSS
Former INSS president Alessandro Stefanutto was at CPMI last Monday and refused to answer questions from the rapporteur of the Joint Parliamentary Inquiry Commission (CPMI) that analyzes deviations in discounts for retirees and pensioners, deputy Alfredo Gaspar (União-AL).
The refusal generated an impasse and the meeting was suspended for discussions by the president of the collegiate, senator Carlos Viana (Podemos-MG) with the defense of the witness.
A habeas corpus granted by Federal Supreme Court (STF) minister Luiz Fux gave Stefanutto the right not to be forced to answer questions that could incriminate him.
In the initial report, Stefanutto discussed his work in the direction of the municipality, listing the measures taken to resolve problems such as the queue for analyzing benefits and deviations related to associative discounts for retirees and pensioners.
“INSS employees are heroes, because they deliver a service that, as a rule, no one recognizes,” said the former INSS president, referring to the audit actions to investigate the discounts.
