Due to the above, the Mayor’s Office of Cartagena issued Decree 2146 of 2025, through which the public order provisions are modified for the elections of the Youth Councils, which will be held this Sunday, October 19.

The schedule has been modified due to observations that we have received from some sectors and that we have carefully evaluated,” said the mayor.

The National Registry will enable 119 voting points in Cartagenawhere young people will be able to exercise their right to vote between 8:00 in the morning and 4:00 in the afternoon.
Therefore, Decree 2146 is based on the powers of the mayor and accepts the recommendations of the Electoral Monitoring Committee, seeking to guarantee coexistence and security during the day.
Other public order provisions include restrictions on the circulation of cargo vehicles, that is, they will not allow the transit of vehicles transporting debris, gas cylinders, flammable liquids, waste or trash between 6:00 am and 6:00 pm on Sunday, October 19.

In addition, during the period of validity of the Prohibition Law, public shows, caravans and tours that use sound amplification devices or generate alterations to citizen coexistence were restricted.
For his part, Bruno Hernández, Secretary of the Interior and Citizen Coexistence, called on the population, “to respect these measures. Our objective is to ensure that the electoral process takes place in complete calm and that young people can exercise their right to vote. in a safe environment with guarantees.”
Likewise, the district, traffic and police authorities will intensify surveillance and control operations to ensure compliance with the measures and preserve tranquility during the day. The District Administration extended the invitation to young people from Cartagena, between 14 and 28 years old, to participate peacefully and responsibly in the elections.
