The Constitution Commission of the Congress of the Republic has approved by a majority the creation of the first bank of genetic profiles in Peru, a tool that will allow the National Police to register and preserve DNA samples of people linked to investigations.
This without the intervention of the Public Ministry or the Institute of Legal Medicine.
Approved by 14 votes in favor and 7 against, in addition to one abstention, the opinion indicates that this bank will be managed by the PNP, which will be able to take and store biological samples from any person involved in a police investigation, even without prior judicial authorization.
The initiative aims to accelerate the process of identifying those allegedly responsible in cases of violent crimes or organized crime.
According to the promoters of the project, data crossing will prevent leaks and improve operational efficiency in the preliminary stages of criminal proceedings.
However, the initiative eliminates the need for intervention by the Public Prosecutor’s Office or the Institute of Legal Medicine in the process of collecting and analyzing biological samples.
This modification will allow police investigators to more quickly access key genetic information to identify suspects.
According to the Legislature, on previous occasions opportunities to capture those involved were lost due to delays in processing evidence during the preliminary detention stage.
The creation of the bank seeks to avoid these delays and improve the ability to respond to urgent situations.
