The Minister of the Interior, Vicente Tiburcioappeared today before the Plenary Session of Congress to report on the protests in Lima that left one dead and more than a hundred injured. This at the request of the Legislative Board of Directors.
The head of the Mininter arrived today around 1:00 pm to report on the 89 police officers who were injured by protesters. He also mentioned the deceased Eduardo Ruiz and assured that the corresponding investigations are already underway to find out who is responsible for his death. In addition, he insisted that he will take action against those National Police agents who have acted negatively in the midst of the protests.
RESPOND TO PARLIAMENT
Vicente Tiburcio reported that the information that the Ministry of the Interior has will not hide anything and that they have evidence from both parties, whether civilians or the National Police.
“About what I mentioned about the National University of San Marcos, I want to clarify that I reported facts that had been reported. According to the police investigation, it was determined that a group of people identified themselves as San Marcos students using clothing or clothing related to said prestigious house of studies while they carried out violence against police officers and public and private property,” was what the minister said.
Regarding the issue, he assured that he respects the right to expression of protests and demonstrations “as long as they are carried out within the framework of the law.” He reaffirmed himself regarding police excesses and reiterated that if there is any type of abuse by law enforcement officers “measures will be taken, as we hope also drastic measures against those people who have participated in this event by hiding in a demonstration and have caused damage to our police officers and to private and public property,” he stated and concluded his speech.
THE MINISTER SPOKE
“We regret the death of a citizen in the context of yesterday’s protests, we are working to find those responsible,” was what Interior Minister Vicente Tiburcio mentioned as soon as he arrived at the Plenary Session of Congress.
In addition, he requested a minute of silence on behalf of the deceased 32-year-old Eduardo Ruiz, who was hit by a bullet yesterday amid protests against the government.
On the other hand, he reported on the acts of violence caused by some participants in the protests and called them infiltrators.” In the middle of his presentation, he showed images of the PNP agents who were affected.
Vicente Tiburcio assured that many of the attendees were disguised with helmets, bandages, sticks and backpacks. These citizens used “blunt elements” and attacked the National Police. As a result, there are 22 civilians and 89 police officers injured.
“We have police officers who have had head problems, fainted, with injuries to different parts of the body, there were prepared acts, this has not been improvised, we have at no time provoked (these altercations),” was what he said in the middle of his speech.
Vicente Tiburcio indicated that the documents regarding the case are already in the possession of the General Commander of the Police, Óscar Arriola, and that a specialized team has been formed that will carry out the investigation immediately.
He also reported that the Homicide Division, as soon as it became aware of the death of the citizen, Eduardo Ruiz, coordinated with the representative of the Public Ministry to carry out all the corresponding procedures.
“The General Command has been requested to report on the actions taken by the National Police during the marches and to report the progress of the death and that the investigations be carried out at the forensic medicine institute. The National Police has never hidden anything and over time we have always handled with evidence everything we can present,” said the former Gein agent.
POLICE SHOOTINGS WILL BE INVESTIGATED
The head of the Interior portfolio also mentioned the altercation between the protesters and the policewomen who, according to social media videos, shot at the protesters.
He explained that it was the Fénix police personnel (which is the personnel that accompanies the dignitaries), who resorted to the use of weapons. When they were making their transfer along Tacna and Garcilaso avenues, they were attacked by protesters. “It is observed that the use of their weapons has fired shots into the air,” he mentioned.
Likewise, according to the minister, investigations into the case have already begun. “Here we do not protect anyone and if there is responsibility of any police officer, appropriate actions will be taken,” he indicated.
Along the same lines, he announced that in the coming days he will meet with the president of the Judiciary and also with the Attorney General to draw up a joint line of work that will allow them to head-on combat common crime and organized crime.
“We have to be united. The people say that today more than ever, we have to be strong but united institutions to face all these big problems that we have in the country,” said Tiburcio.
DEBATES IN THE PLENARY
After the protests in Lima that occurred the day before, which left one dead and more than a hundred injured, parliamentarians from different political groups spoke out this morning about these events in the plenary session of Parliament. The death of citizen Eduardo Ruiz was one of the central points of the discussion, even calling the Minister of the Interior, Vicente Tiburcio, to the Plenary Session.
Congresswoman Flor Pablo maintained that the march was peaceful, but recognized that a group violated the rules and must be sanctioned. “You have to know how to distinguish the peaceful protest that is constitutionally legal…”, he said. He assured that his participation in the protest was not to incite and criticized the actions of the National Police.
For his part, Edgard Reymundo of the Popular Democratic Bloc declared that “the criminalization of repression cannot be normalized, much less accepted,” he blamed Congress for what happened and took the opportunity to demand censure from the Board of Directors chaired by Fernando Rospigliosi.
In this context, the congressman for Avanza País, Alejando Cavero, questioned his colleagues who, he said, “want to normalize violence and believe that protests mean attacking the police and breaking their heads.”
He criticized the attempt to hold the government responsible for the death of Eduardo Ruiz when there is still no tax investigation into what happened.
“In six months we are going to go to elections, learn to win with votes and not with stones; take responsibility for your actions. They want a government tailored to them to put their people together as it was with Pedro Castillo, what matters to them is a government made and sewn to their measure because they are not capable of going to elections democratically and winning them,” he stressed.
Alejandro Muñante, in turn, questioned the intention to “romanticize” the marches, and denounced that during the protest the day before there were subversive chants. Furthermore, he maintained that behind these expressions of violence there are many sectors and political interests.
Ana Zegarra from Somos Perú, for her part, demanded that her colleagues work to achieve stability in the country and regain security.
José Cueto of Honor and Democracy, meanwhile, denounced that it was not a peaceful march. “There are videos from all angles where people were prepared to attack the police indiscriminately, there was everything. The Public Ministry has to investigate, there was an organized march to generate excesses,” he indicated.
Ruth Luque, in turn, regretted that there is an attempt to discredit the right to protest. “All police interventions have been carried out violently, the person who died is the responsibility of the government,” he said.
