Initially, the premier announced that Lima will be declared in a state of emergency and that the cabinet will remain in permanent session to coordinate the corresponding measures. The provisions were communicated during the recent press conference headed by the premier and come after the citizen demonstration on October 15, against the government and Congress, which left 120 injured and caused the death of Eduardo Ruiz Sanz.
“The declaration of emergency cannot result in more of the same. It cannot be a gaseous measure that does not lead to anything in particular. That is why we have not done it until now. (…) These days we are going to work so that there is a complete package of concrete measures. We are going to announce them so that everyone can discuss them and they will be announced in the next few hours,” declared the prime minister.
Likewise, he did not rule out imposing other measures, such as a curfew: “I do not rule it out, but it would have to be demonstrated, by the specialist who proposes it, what its real effectiveness is, considering that crime no longer responds to the nocturnal nature that, according to criminology, was typical of the most seasoned criminals (…),” he noted.
The imposition of a state of emergency calls for the suspension of the exercise of constitutional rights related to personal freedom and security, the inviolability of the home, and freedom of assembly and movement in the territory. In this way, the measure would allow arbitrary arrests, among other actions against human rights.
