Education Commission approves salary increase for teachers

The Education, Youth and Sports Commission of the Congress of the Republic approved by majority the opinion that proposes the Law for the progressive increase of the Full Monthly Remuneration (RIM) of teachers in the public sector.

The president of the commission, Congressman Segundo Montalvo Cubas, from Perú Libre, specified that the increase will be gradual and coordinated with the Ministry of Education and the Ministry of Economy and Finance, guaranteeing criteria of equity, sustainability and budget stability. The schedule contemplates an increase of S/ 120 in 2026, S/ 140 in 2027 and S/ 150 in 2028.

During the debate, a previous question presented by Congresswoman Noelia Herrera Medina (Renovación Popular) was rejected, who requested that the commission refrain from ruling on the grounds that the issue was not within its jurisdiction. The motion was rejected with 19 votes against, five in favor and three abstentions.

Labor reform in the Ministry of Education

Likewise, the opinion was approved with substitute text that proposes the Law for the progressive incorporation of workers of the Ministry of Education who are currently under the regime of Legislative Decree No. 1057 (CAS), to the labor regime of Legislative Decree No. 728. The objective is to guarantee equal labor rights between workers who perform equivalent functions.

Montalvo Cubas highlighted that this initiative seeks to correct the indirect discrimination generated by the coexistence of differentiated labor regimes, and assured that the incorporation process will be carried out in an orderly, transparent manner and in accordance with the current legal framework.

PRITE will be part of the General Education Law

The commission also approved the opinion contained in Bill No. 9737/2024-CR, presented by Congresswoman Noelia Herrera, which proposes to modify Law No. 28044, General Education Law, to incorporate the Early Intervention Program (PRITE).

PRITE is aimed at children with disabilities or at risk of acquiring them, and provides comprehensive care, stimulation and early rehabilitation, in order to promote their educational and social inclusion from the first years of life.

Absence of the governor of Amazonas in the face of serious complaints

During the session, the absence of the regional governor of Amazonas, Gilmer Wilson Horna Corrales, who had been summoned to respond to the cyber theft of more than S/ 1.2 million from the accounts of the regional entity, as well as S/ 380,000 from SUCAFAE of the Regional Directorate of Education of Amazonas, was reported.

He was also expected to provide explanations about the appointment of officials in the education sector and other areas during his administration, without having the professional profile required for the positions.
