The secretary of Rio’s Military Police, Colonel Marcelo Menezes, informed that the state of Rio will present, in the coming days, a territorial reoccupation plan, involving other spheres of power, such as the federal government and municipalities. They will have objective responsibilities in reoccupying, requalifying spaces and dealing with people who live in these communities.
The presentation of the territorial reoccupation plan complies with a determination by the Federal Supreme Court (STF), within the scope of the Claim of Non-compliance with Fundamental Precept (ADPF) 635, the ADPF das Favelaswhose objective is to enable the permanent presence of public authorities through the installation of policies aimed at youth and the qualification of basic services for these regions.
Menezes was, this Wednesday (15), at the Constitution and Justice Committee of the Legislative Assembly to talk about the secretariat’s plans for the population. “There was a working meeting with all the secretaries, in compliance with the STF’s determination for the state to present a territorial reoccupation plan, said the secretary.
Deputy Carlos Minc (PSB) defended that the resumption of territories in conflagrated areas be carried out effectively, in order to enable the services offered by public authorities to reach the population living in the communities.
“The police alone cannot solve the problem, but they have to have a project to reoccupy territories. Having a plan to reconquer these areas is unanimous among the deputies”, he stated.

The secretary also informed, at the meeting, that the corporation has approximately 5 thousand inactive agents who would be able to be reappointed to the corporation to provide administrative services and proximity policing.
The objective is to readmit into the ranks of corporations, temporarily and through a selection process, inactive military personnel who are in the paid reserve, and on an exceptional basis, retired personnel. According to the text of Bill 6,029/25, reserve military police officers may be hired for a maximum period of nine years for administrative activities or in government programs to expand policing actions.
Colonel Menezes explained that this topic concerns the Present Security Program, Prohibition and Operation Foco (formerly Fiscal Barrier), in order to allow active military personnel who currently participate in these programs to return to their battalions and, thus, make up for the corporation’s operational deficit. “We propose the use of these veteran police officers under the Temporary Time regime for use in state government programs that integrate public security and do not involve combating conflagrated areas’.
Deputy Luiz Paulo (PSD) said that he will present an amendment to the project to specify that, in addition to administrative work, agents hired by Temporary Task Provision only work in the programs mentioned by the secretary, that is, in proximity policing activities.
“I am proposing an amendment precisely so that these ‘operational’ veterans are allocated only to these specific functions”, he clarified.
STF requirements
The State Secretariat of Public Security of Rio delivered, this Wednesday, the first stage of the measures determined by the Federal Supreme Court within the scope of ADPF 635. Of the 18 items provided for by the Court, three had a deadline of 180 days and were complied with. The document was forwarded to the National Council of the Public Ministry (CNMP), which will take it to the STF.
“We are fulfilling our commitment to society and Justice, making concrete progress in the implementation of the measures determined by the STF. Our main focus is to guarantee the preservation of the lives and safety of citizens, with transparency and efficiency in all actions”, said, in a statement, Governor Cláudio Castro.
