The measure seeks to avoid maritime accidents.
Cartagena must have signs on eight of the city’s beaches to prevent maritime accidentsThis was announced by a precautionary measure from the Administrative Court of Bolívar, which noted that the absence of demarcation is an imminent risk. The request was also issued to Ministry of Transport and the General Maritime Directorate.
This follows a request from the Leypoar Foundation, which denounced the imminent risk of fatal accidents due to the lack of demarcation between the bathing areas and the transit and departure routes for boats and motor ships on the beaches of Bocagrande, Castillogrande, El Laguito, Tierra Bomba Island, Marbella, Manzanillo del Mar, Playa Blanca and Cholón.
The Court determined that the serious risk to the integrity of citizens is a well-known and fully justified fact, supported by the evidence of multiple documented collisions.

The main order consists of:
- Installation of vertical signage on beaches mentioned, that clearly and sufficiently warns bathers about the presence of boats, motor ships and vessels that set sail, navigate and arrive in the beach area, and of the precaution they must take to avoid accidents.
- Instruct the lifeguards or lifeguards assigned to these beachess so that, upon noticing the presence of ships or motor ships setting sail, sailing or arriving near the beach area, they immediately activate their sirens or whistles and warn bathers to prevent accidents.
When the judicial decision was issued, more was known about the reasons that motivated the inclusion of authorities other than the entities that come from the Mayor’s Office of Cartagena:
“The imperative of linking to the orders to be issued is justified, since it is the DIMAR that ultimately holds the technical and administrative authority over the use and safety of the maritime-coastal space, so its participation ensures that the missing signaling is implemented under uniform standards and is supervised with the required competence,” states one of the sections of the ruling.
