With a delay of eight months, last night the Senate approved the report on activities of the National Guard corresponding to 2024, in which it is revealed that it used firearms exceptionally, as a last resort and only with the purpose of neutralizing attacks on 262 occasions, in accordance with the National Law on the Use of Force.
The report highlights that the personnel of this security institution suffered 284 armed attacks, of which 53 percent were concentrated in Chiapas, Guerrero, Jalisco, Michoacán, Sonora and Tamaulipas.
The document was endorsed by 66 votes in favor of Morena and its allies; 11 against the National Action Party (PAN), a political force that was divided, since several of its members voted in abstention as did the legislators of the Citizen Movement to add 14.
When presenting the opinion, the president of the National Guard Commission, Juanita Guerra Mena, indicated that this institution has become a pillar of security, a valuable ally in the search for peace and the safeguarding of freedoms. “With this report we are satisfied with the steps taken so far,” he said.
He highlighted that as of December 31, 2024, this corporation was made up of 137,716 troops, of which 108,089 are deployed in operations in the 32 states.
Blanca Judith Díaz Salgado, from Morena, highlighted that with the National Guard, Mexico has a professional, solid institution close to citizens.
This corporation does not replace local authorities. On the contrary, it supports them, coordinates with them and, in addition, is strengthened for the direct benefit of the country’s citizens, he added.
The legislator pointed out that her “results are overwhelming, even for those who covered their eyes while they stretched out their hand to receive moche from the hands of those who took away, for decades, the tranquility of the people of Mexico”
For his part, the coordinator of Movimiento Ciudadano, Clemente Castañeda, maintained that the document complies with the law, but not with accountability as the quantitative information it presents is very limited.
“It does not tell us where the criminal acts are concentrated or the crimes that the National Guard most addresses, nor the direct impact it has on security indicators that would allow us to objectively evaluate its performance,” he emphasized.
The underlying questions that should guide this debate today, in our opinion, are how all the reported activities contributed to reducing the incidence of crime, the perception of insecurity and social peace, he concluded.
