The general commander of the Bolivarian Militia, M/G Orlando Romero Bolívar, raised the need for each Venezuelan community to have the capacity to defend itself in the face of an active state of armed hostilities.
From the parish of Antímano, in the Caracas town of Mamera, during the development of Operation Independence 200, he communicated: «Here what we are asking is that each community has the capacity to defend itself. […] “That everyone, by defending their community, makes this country impregnable,” he elaborated. «Who better than you to know your community, know the territory you are going to defend? The sum of each defense, each community: makes a swarm.
Likewise, he pointed out that in an armed contingency situation, the commander of each Communal Militia Unit (UCM) would proceed to “manage all the critical points that that community has”, such as food supply establishments and water and gas supply points.
Next, such local leaders can request the formation of special communal units from the Popular Bases of Comprehensive Defense (BPDI); which would be composed of between 60 and 100 men for each communal circuit, who would receive special combat training, first aid, human rights, anti-tank weapons, and anti-aircraft weapons.
On the other hand, he pointed out that these units would be deployed if “a hostile situation, a threat that comes armed to try to pass over us, were to arise—and God forbid!—.”
«If the communities are suffering too many blows, too many attacks, who is going to help them? Those 100 men who are going to go to those who are beating her, not in the front, but in the rear,” continued Romero Bolívar.
In this position, the combatants would carry out actions such as disrupting lines of communication of hostile forces. “Whoever falls into this community should receive blows, defensive blows,” the military official reiterated.
