Quiroz Avilés graduated from the Universidad Nacional Mayor de San Marcos, with a specialty in General Comprehensive Family Medicine and Health Management and a master’s degree in Bioethics from the same university.
He was part of the Corps of Public Managers of Servir, as well as dean of the Faculty of Health Sciences of the Universidad Católica Sedes Sapientiae (UCSS) and president of the Health Research Ethics Committee, founder and member of the Board of Directors of CEPBIO (Peruvian Center for Bioethics).
He was also a founding member of ASOCALP (Association of Quality in Health of Peru), Scientific Society of the Medical College of Peru and of American Official Family Physicians.
Regarding his positions, he served as ministerial office advisor and general director of the General Directorate of Health Operations of the Ministry of Health (Minsa).
He served as deputy director of the Directorate of Integrated Health Networks Lima Sur, central manager of the Central Management of the Elderly and Persons with Disabilities in EsSalud.
He was director of the Barranco – Chorrillos – Surco Health Network of the Lima Sur Health Directorate II of the Health Services Management Institute. He was also Head of the Comprehensive Health Insurance, among other management and advisory positions.
