The incident occurred around 9:10 pm, at the intersection of the Santa Isabel and José Olaya streets, when the red car, license plate U1E-484, violently rammed into José Bernardo Taype González, who was crossing the road to buy bread. After the impact, the vehicle also collided with a parked van. The victim was taken to the Daniel Alcides Carrión hospital, where he died minutes later due to severe multiple trauma.

The police officer tried to flee the scene, but was captured in Pilcomayo by his own colleagues. He was accompanied by a 22-year-old girl who was injured and taken to a local clinic. The breathalyzer test confirmed positive for alcohol, so De la Rosa was arrested for the crimes of manslaughter, driving while intoxicated and failure to provide aid.
