Santo Domingo.– The Dominican Alliance Against Corruption (Adocco) reiterated that the process of awarding the contract for the issuance of driver’s licenses from the National Institute of Traffic and Land Transportation (Intrant) was full of irregularitiesindicated in the challenge submitted timely before the Intrant Purchasing Committee.
This was rejected under the argument that Adocco was not part of the process, a decision that the entity considers a disregard for the citizen’s right to safeguard the interests of the population.
The anti-corruption body assured that the documents presented are authentic, many of them obtained from the State’s own purchasing portal, including the specifications, the consortium contract and the bank letter showing the line of credit.

Likewise, he highlighted that information provided by Tecnolab and used in the challenge showed that the winning consortium – the sole bidder – did not include manufacturers of the CLM600 printers.
The company later issued a certification correcting its statement, which, according to Adocco, raises suspicions that it may have been pressured by the consortia.
About the tender for the new ID
The president of Adocco, Julio César De la Rosa Tiburcioclarified that the organization has not spoken out against the process of awarding the new identity and electoral card of the Central Electoral Board (JCE), since it does not have information that suggests irregularities.
He stated that, as far as is known, said process was developed under the principles of transparency and participation established by Law 340-06.
“We have not attacked the ID or Passport process because these have already been awarded. The confusion arises when citing as an example the management of citizens’ data, since the driver’s license number is the same number as the ID. We have no issues with the process of the Central Electoral Board,” explained De la Rosa Tiburcio.
Likewise, he highlighted that the confusion originated when mentioning that one of the companies in the consortium Mobility ID had participated in the bidding for the certificate, when in reality it was discarded for not complying with some requirements of the specifications.
Details about the driver’s license contract
The leader emphasized that Adocco’s complaint is limited to the driver’s license contractrecently awarded, which does imply public spending.
“The director presented it as a triumph, claiming that the State was not going to invest a peso, but we demonstrated that this is not the case, since there is a certification of appropriation of funds for RD$1,400 million, charged to the 2025 budget, within a contract that amounts to RD$8,000 million,” he pointed out.
