In compliance with the ruling issued by the Council of State, the Communications Regulation Commission (CRC) established the provisions for the request and authorization of transmission of presidential addresses in the public television service. The criteria became firm with the issuance of Circular No. 164 of 2025.

The document incorporates the parameters established by the high court. This with a view to “ensure that the use of this figure is reasonable, proportional and exceptional.”
The conditions They cover urgency, non-recurrence, and the thematic and temporal delimitation of interventions.which must be strictly complied with before authorizing any transmission.
To ensure the application of these guidelines, the CRC implemented the Presidential Address Request Form. This mechanism must be completed by the Secretariat for Communications and Press of the Presidency of the Republic before each request.
“To guarantee strict compliance with the guardianship ruling, the CRC will verify compliance with the criteria on a case-by-case basis and may deny transmission authorization if these are not satisfied”explained the entity.
Likewise, it will be published on the CRC website, within two days following each presidential addressa report indicating whether the conditions established to guarantee information pluralism were met.

What are the parameters?
The CRC circular establishes that these spaces must deal with urgent matters of public interest. For this, “There must be a response to a sufficient justification or reason derived from urgent, exceptional and non-postponable circumstances that merit exclusion from ordinary programming.”
According to the ruling, the ‘urgent’ character will be understood only as referring to “serious, sudden and untimely situations, usually caused by natural disasters, public calamities, serious alterations of public order or other events of force majeure, which make it essential for the President of the Republic to immediately address the Nation.”
Another criterion that these transmissions must meet is that they must be for exceptional use and cannot be recurring. That is, they cannot be repeated at the same weekly interval. Furthermore, the interruption of the regular content schedule on the different television channels cannot be a regular frequency space.
The speeches, furthermore, They must be limited, thematically and temporally. In terms of subject matter, the request submitted to the CRC must specify the specific and specific topic of the issues to be addressed; while temporally, it must indicate the expected start and end time.
