The Minister of Justice and Public Security, Ricardo Lewandowski, said this Wednesday (8) that recent operations carried out by the Federal Police (PF) in conjunction with the state police, including the operation launched earlier against sexual abuse of children and adolescents – are a “harbinger” of what the department seeks to achieve through the Proposed Amendment to the Constitution (PEC) 18/25, known as the security PEC, which is being processed in the National Congress.
“All the operations that we have launched in recent times, be it the operation to infiltrate organized crime in the fuel sector, be it the recent adulteration of alcoholic beverages, especially distilled ones, with methanol, or now this operation to protect children and adolescents against sexual crimes and abuses of this nature, are always carried out in cooperation with the state security authorities”, assessed the minister.
“This is already a foreshadowing of what we intend to achieve with the Security PEC, which is being analyzed by the National Congress”, guaranteed the minister.
“We came to the conclusion that, in a continental country like ours, with so many regional differences, with so many peculiarities and specificities, the national security forces, alone, or the local forces, alone, cannot combat crime. It is necessary to combine efforts and share intelligence, as has been done now, and the launch of joint and combined operations”, he added.

Among other points, the so-called security PEC, prepared by the federal government, constitutionalizes the Unified Public Security System (Susp); expands the powers of security bodies, such as the Federal Police (PF) and the Federal Highway Police (PRF); and strengthens the Union’s role in planning and coordinating public security.
In the case of the PF, the text expresses the corporation’s competence to investigate and repress infractions committed by criminal organizations and private militias, whose practices have interstate or international repercussions and require uniform repression. It also explains activities in the investigation of criminal offenses that affect Union assets or are within its scope of interest, such as the environment.
The Chamber of Deputies installed, at the beginning of September, the special committee that will analyze the proposal. At the meeting, deputy Aluisio Mendes (Republicanos-MA) was elected, by 25 votes, president of the collegiate. The vice-president will be deputy Alberto Fraga (PL-DF), also elected with 25 votes. Deputy Mendonça Filho (União-PE) was appointed rapporteur. The commission, made up of 34 members and an equal number of substitutes, will have up to 40 plenary sessions to complete its work.
