In this sense, the president of the commission, Fernando Rospigliosi Capurro (FP), pointed out that the proposal incorporates the recommendations made by the competent organizations: the National Elections Jury (JNE), the National Office of Electoral Processes (ONPE) and the National Registry of Identification and Civil Status (Reniec).

Rospigliosi explained that the initiative seeks to establish clear and predictable rules for the organization of primary elections, in the context of one of the most complex electoral processes in the country, in which the general, regional and municipal elections will coincide.
In accordance with this, it is proposed to add a twentieth transitional provision to the Organic Law of Electionsin order to define the rules for the Regional and Municipal Elections of 2026. This provision establishes that the primary elections will be held on the third Sunday in May of that year, that is, May 17, 2026.
When are the next municipal elections Peru 2026?
The 2026 regional and municipal elections of Peru will take place on October 4, 2026, according to the National Elections Jury.
Meanwhile, the primary elections are held on the third Sunday of May 2026, that is, May 17. Before that, the deadline to submit alliance registration is January 17 of the same year.
Registration of electoral alliances
Regarding the registration of electoral alliances, this can be done up to 120 days before the primary elections, that is, until January 17, 2026. Meanwhile, the final deadline for said alliances to be formally registered expires 90 days before the process, on February 16, 2026.
Likewise, February 16, 2026 is also the deadline for political organizations to communicate the election modality they will use. Within that period, they must inform the ONPE the scope of participation of the delegates and how many will be elected for each electoral district.
On the other hand, political groups have a deadline of January 7, 2026 —270 days before the elections— to request the registration of modifications to their internal rules in the Registry of Political Organizations, in this case the deadline established in article 19 of Law No. 28094, Law of Political Organizations, is void.
Finally, the president of the commission reported that the period for the regulation of the law was extended from 30 to 60 days, so that the ONPE, the Reniec and the JNE issue the necessary provisions for its implementation.
