The pact becomes the fifth of this type that is subscribed in the country and It seeks to guarantee the concurrence of resources of the national, departmental and municipal governments, as well as international cooperation.
A 10 YEARS STRATEGY
According to the National Planning Department (DNP), The pact establishes a short, medium and long term road map with 255 projects strategic prioritized.
Among the most prominent initiatives are the San Francisco -Mocoa road, the fishing port of Tumaco, the second road to the sea and the Catambuco -Pasto road, works that are considered keys to the competitiveness of the region.
The plan includes that 100 projects already have insured financing for $ 1.3 billion, while another 72 are supported with resources of future validity for $ 8.7 billion. The remaining 83 projects must manage around $ 2.2 additional billion.
Social and economic impact
The governor Luis Alfonso Escobar stressed that the pact represents “the main commitment to territorial peace” in an apartment, historically affected by the armed conflict.
As explained, the execution of the projects seeks to strengthen sectors such as transport, housing, agriculture, education, health, culture, sports, gender equity and access to basic services.

For his part, Mario Hurtado, mayor of Barbacoas, said that the inclusion of communities in the construction of the pact generates confidence in the materialization of the works.
The Departmental Network of Human Rights Defenders also highlighted the Equality and Equity Approach of the Plan, which seeks to serve historically marginalized populations.
The fifth territorial pact
With this firm, Nariño joins other departments that already have a territorial pact, an instrument that articulates proposals collected in the Departmental Development Plan 2024-2027 “Nariño region country for the world”, as well as in the 13 subregional bonuses and the population and sectoral meetings advanced with the community.
