The document recalls that through decrees issued by the head of the Executive “the powers of this Secretariat of the Navy and, consequently, of the Mexican Navy, with respect to the coordination with parastatal entities and maritime and interior customs were increased.”
The decree signed by former President Andrés Manuel López Obrador on December 21, 2021 is cited, which reforms the internal regulations of the Ministry of Finance and Public Credit, that of the Tax Administration Service and that of the National Customs Agency.
The decree by which the former president gave the Navy is also mentioned the attribution of handling the intero -cylinder corridor of the ISMO of Tehuantepec. In addition, the National Maritime Policy and the National Development Plan 2025-2030, documents that provide the participation of Semar in Customs.
“For the above, it is essential that the Organic Law of the Mexican Navy is consistent with the provisions of the aforementioned systems,” the document says.
What is the proposal?
The new proposed law, of 101 articles, seeks to harmonize its powers with the tasks entrusted “regarding the maintenance of the rule of law and compliance with national laws and international legal instruments by reinforcing national sovereignty.
“It seeks to strengthen capacities, strategic, technological and cyber -defense of the Mexican Navy, improving its training, training and intelligence.”
In addition, the faculties for Semar to carry out actions in the fight against illegal in the sea, through the right of visit and persecution in the Mexican economic zone and in Altamar; Protection of strategic and priority facilities of the country for national development and for the conduct of military operations in which they are carried out in cyberspace.
All this can be done “in collaboration with other authorities, as well as the use of artificial intelligence.”
Coordination with the National Guard is also planned as part of the Permanent Armed Forces.
They are also restructured and changed denomination, command levels. Now the level of superior command will be strategic head, “exercised by the head of the Head of Naval Operations, formerly General Staff of the Navy, in order to optimize the development of naval operations.”
Incidentally, it is proposed to modify the rules to eliminate discrimination gaps when establishing that without gender distinction, the staff of the Mexican Navy, so “according to their hierarchy, may exercise the command at any level of command.”
