This Sunday (5), 61,308 voters from the municipality of Três Rios, in the south-central Fluminense, return to the polls to choose the new mayor and deputy mayor of the city. They are able to vote in the supplementary election those who already had an electoral domicile in the city on May 7, 2025 and are in a situation regular with the Electoral Justice. Five plates are in the dispute and the elected will be held until December 31, 2028. The vote will be from 8am to 5pm.
The Superior Electoral Court (TSE) confirmed the ineligibility of Joacir Barbaglio Pereira (Republicans), reelected mayor of the municipality of Três Rios in the elections of 2024. Thus, the ministers determined the holding of a new election for the positions of mayor and deputy mayor, regardless of the publication of the judgment and the presentation of any appeals. The unanimous decision took place at the session of July 1 this year.
The collegiate ratified the decision of the Rio Regional Electoral Court (TRE-RJ) which rejected the candidate’s registration in the 2024 elections due to the incidence of the cause of ineligibility arising from the practice of acts of administrative misconduct.
Understand the case
Joacir Barbaglio had the management accounts as mayor of three rivers failed by the State Court of Auditors (TCE) in 2019. He disputed the sub judice election and was the most voted in the 2024 elections for the City Hall.
The candidate even obtained an injunction suspending the decision of the State Court of Auditors (ECA) but, as the change occurred after the first round of elections, has no value to suspend ineligibility.
Following the vote of the rapporteur of the action in the TSE, Minister André Mendonça, the plenary reiterated that the case of three rivers is similar to that in the mayor elections in the city of Bandeirantes, São Paulo, in which the Court, also unanimously, decided that the date of the first round was valid for the documentation presented by a candidate to be properly correct in the Electoral Court.

Mayor candidates competing for office are Anderson Bento de Medeiros, Professor Anderson Muriçoca, by the Democratic Renewal Party (PRD); Beatriz Retto Bogossian, Bia Bogossian, for the Social Democratic Party (PSD); Jonas Mascarenhas Macedo (Somos), Jonas Dico, through the Três Rios coalition cannot stop (Somos/MDB); Jorge Luis de Almeida Junior, for Christian Democracy (DC); Juarez de Souza Pereira (Solidarity), Juarez da Saúde, for the Três Rios coalition deserves more (Solidarity/Novo).
Ballot
On Sunday, the date of the vote, the individual and silent manifestation of voters is allowed, provided that there is no crowding of people with standardized clothing. On the date of the claim, it is a crime the mouth of the ballot box, the use of speakers and sound amplifiers, the promotion of rally or motorcade, the dissemination of any kind of propaganda of political parties or their candidates.
