The president Dina Boluarte crossed the line of electoral neutrality. In an official intervention, he asked citizens not to support the “denial” in the 2026 general electionsa message that places it as part of the campaign and not as an impartial guarantor of the process. With this pronouncement, the head of state violates the constitutional obligation of not interfering with the political competence imposed in article 186 of the Organic Law of Elections.
Boluarte described the opponents that could apply in 2026 as figures that “disguise themselves as lambs” to deceive the population with false promises. In addition, he insisted that the population must cast a conscious vote and not get carried away by speeches that promise immediate solutions. These expressions, although covered with warnings, represent a clear position in the middle against their opposition, within the electoral process still underway.

The president’s interference is not an isolated event. In September, the Executive had already questioned the decision of the Prosecutor of the Nation to request the exclusion of Popular Force, which was interpreted as a support for Fujimorism. That PCM statement was criticized as an unprecedented government endorsement to a political party, a gesture that already anticipated a break in the principle of impartiality.
This new pronouncement adds to a context in which several Boluarte ministers evaluate to leave the cabinet to tempt positions of popular election in 2026. Thus, while the Executive should guarantee fair conditions for all competitors, it becomes a more actor of the campaign. This situation reduces the contest and erodes the legitimacy of the electoral process that is coming.

Fernando Tuesta, former head of the ONPE: “The president violates the law and must be sanctioned”
The former head of the ONPE, Fernando Tuesta, warned that Boluarte’s statements represent a direct infraction to the neutrality law. “The president has to refrain from giving statements about the electoral process, especially making reference effectively to who should vote and who should not vote. She is violating the law and the special electoral jury of Lima Center must sanction as appropriate,” he said.
Tuesta also added that neutrality was violated with the PCM statement in Popular Force defense. According to Tuesta, so far this century there were no precedents of a president interfering so openly in an electoral process. For him, Boluarte discredits as president and aggravates the situation when it is known that several ministers will seek to be candidates next year.

The Executive also issued a statement in defense of the Popular Force political party, after the Prosecutor’s Office requested its exclusion from the elections. In this pronouncement the ability of the Public Ministry was openly questioned to raise such a measure. This support was read as a political sign of affinity with Fujimorism in full campaign.
These facts show a clear pattern: the president is not limited to their institutional function and launches messages that favor or attack certain parties. With this, he weakens the confidence in the impartiality of the Government and complicates democratic competence towards 2026.
