You have to go beyond multinominals in electoral reform

The deputy Alfonso Ramírez Cuéllar (Morena) asked not to limit the debate of the electoral reform to “multinominals yes or multinominals not”, but to see the issue in an integral way, especially to reduce the costs of the political-electoral apparatus.

During an academic seminar he put for example the ordinary expense of political parties (for the next year of more than 7 billion pesos) and considered that this should be funded by the militants themselves and not with the treasury resources.

At the beginning of his exhibition he also mentioned an initiative of his authorship to regulate the revocation of the mandate of President Claudia Sheinbaum Pardo; It proposes to advance the process and that this consultation is made simultaneously in the intermediate federal election of 2027.

“In this way we would have a greater (citizen) participation and greater clarity of what it means to renew or ratify elements,” said the legislator. He also put on the table the possibility of reducing the structures and “scopes” of the electoral agencies and courts.

The deputy participated in a meeting convened in the Institute of Legal Research of the UNAM by the former president of the National Electoral Institute (INE) Lorenzo Córdova, who along with some of his colleagues and former colleagues, both of the organ and the house of studies, fight for changes that avoid the “overrepresentation” in the Chamber of Deputies of a single partisan block.

They also promote options to encourage direct participation of citizens, such as the referendum and even the mandatory vote, but above all to place locks so that the majority block (composed of Morena, Green and Labor Party) does not have a qualified majority.

“Destroying the figure of the multinominals is an intentional way of giving artificial qualified majorities; punishing the vote of oppositions and suffocating the real pluralism of Mexican society,” said Ciro Murayama, former director of the INE, again in his position as a researcher at UNAM.

To improve inspection

Ramírez Cuéllar warned that it is a mistake to “put all of Mexico into a limited discussion” of proportional (multinominal) representation legislators), since the president’s project goes far beyond it and, according to the above, the agenda is broader and includes the possibility of bringing non -re -election to the Constitution at all levels; Finish with electoral nepotism and eradicate jurisdiction. In addition, expand the control mechanisms of the three levels of government and accountability.

A proposal that indicated is to change the mechanism of multinominal representation for “open lists” for citizens to choose candidates within each option and not from a closed list controlled by partisan domes.

“Although democracy costs and rights must be financed, Mexico remains one of the countries with the highest cost in their financing to the parties. I am in favor of the fact that only the electoral campaign is financed; the ordinary expense of the parties has no reason to be, they must be financed by their own members,” he said.
