Huancayo: After 40 days of protest, Municipality of El Tambo denies payment to a chained woman

With tears in the eyes and chains in the body, Rafaela Mallma de Coca heard this October 2 the answer he feared: the district municipality of El Tambo will not pay him the more than 45 thousand soles that claims for repair services of vehicles provided years ago. The decision was received after 40 days of protest chained at the door of the commune, where it has been cold, hunger and effects on their health.

“They keep humiliating me, but I’m not going to give up. I stay here until I pay me. I have debts and I can’t anymore”he said between sobs. Management Resolution No. 165-2025 declared its application inadmissible, arguing that there is no contract or service order that supports the payment. For his son Juan Carlos, the refusal is unfair, because he assures that they have presented documents that prove the work done and that they raise the debt to more than 50 thousand soles.

The family regrets that the mayor and the officials avoid them and that they do not even consider the additional evidence presented in recent weeks.
