Madrid/The Government of Cubba has defined in the last hours its strategy after a new exclusion from the summit of the Americas and appeals to the rebellion against the US Meeting that will be held in Punta Cana on December 4 and 5.
“We reject the decision imposed by the US government to the Dominican Republic to exclude three countries, including Cuba, of the X Summit of the Americas. We reiterate our willingness to respectful and constructive dialogue, under conditions of sovereign equality and without exclusions,” he wrote The Cuban President in his X account.
The president shared, in an immediately later message, the Foreign Ministry statementthrough which the Government expresses “its deep concern and rejection of the imposed decision”, which “constitutes an obvious claudication before the brutal unilateral pressures of the US secretary of state,” the Cuban American Marco Rubio, whom they do not mention.
“With the exclusion of several countries, the historical involution in this system of summits would be consolidated and would make impossible a respectful and productive exchange of Latin America and the Caribbean with the imperialist power that once again uses the ‘cannon policy’ and the monroe doctrine against our region,” underlines the text, which at that point affects the idea that the US controls the continent.

In the text underlies the idea of appealing to other countries, especially the largest, to rise against that supposed domain. “To persist this decision, subordination and submission will prevail to the voracious and expansionist neighbor, which threatens regional peace, security and stability in open challenge to the proclamation of Latin America and the Caribbean as a peace zone and community of independent and sovereign states in the exercise of self -determination, on unity based on diversity,” he adds.
The Foreign Ministry recalls that, if this decision is maintained, “the advances achieved in previous summits are ignored, in which the participation of Cuba was a milestone”, although the exception has been the presence of the island. Havana has only attended twice to the appoint VII (Panama) and VIII (Lima)both surrounded by a strong controversy and with disputes between supporters and opponents to the regime. The latter, on the other hand, did not attend Venezuela. In addition, to the most recent conclave, the IX, in Los Angeles 2022either of the three countries was not invited either, being the first time that Nicaragua was absent.
The decision, on this occasion of the Government of Joe Biden, who was also the organizer and host of the event, caused the drop -out of some international partners leaders, the most relevant – for the weight of his country -, that of Mexican Andrés Manuel López Obrador. Nor were the Bolivian Luis Arce and the Honduran Xiomara Castro, in addition to three other leaders (Guatemala, El Salvador and Uruguay) for different reasons.
Among those who were, there were criticisms of the exclusions by a large majority of leaders, including Canadian Justin Trudeau, Argentine Alberto Fernández or Chilean Gabriel Boric, who, despite this, did come. On this occasion, on the side of Cuba they could be in New Mexico and other countries very relevant to the region – in addition to several Caribbean islands with which it has an excellent relationship – such as Luiz Inacio’s Brazil Lula da Silva and the Colombia by Gustavo Petro. Both, specifically, maintain their own contentious with Washington and could see in this an opportunity to mark their resistance profile against Trump, very spurred by the phrase of Díaz-Canel that, although pronounced in February, the Foreign Ministry said yesterday ”the United States government intends to define the options for the countries of the region, which are: or submit or be subject to aggression.”

The document ends with an appointment of Raúl Castro’s intervention at the Panama Summit in 2015 that argues that “hemispheric relations (…) must change deeply, particular all our nations and the objectives that are proclaimed. ” However, says the Foreign Ministry, “ten years later, hemispheric relations have not changed their essence.”
Dominican Republic announced on Tuesday who has chosen not to invite Cuba, Venezuela and Nicaragua to the event to “prioritize the success of the meeting”, in front “to the current context of political polarization.” The Ministry of the Caribbean country said that nothing has changed in its particular relations with the three excluded and that the decision is taken exclusively for a multilateral criterion.
In addition, he reaffirmed that, specifically with Cuba “relationships are historical, solid and excellent. Bilateral exchanges in various areas have never been interrupted and have been mutually beneficial. Political differences have always been managed with reciprocal respect.”
The general director of Latin America and the Caribbean of the Ministry of Foreign Affairs of Cuba, Eugenio Martínez Enriquez, also expressed an angry opinion In X, where he stressed that, in accordance with the rules “the Presidency must be exercised (…) depending on the interest of the majority of states that make up the mechanism.” How is it possible, he cried – if three countries are excluded, more than twenty is ignored that oppose exclusions and there are 35 countries? (…) The largest possible number is 35, no 32, ”he snapped.
