Even when it will be ratified that the customs agents will be responsible for the irregularities and tax evasion of importers and exporters, the Chamber of Deputies plans to make a package of concessions to those intermediaries so that their patents are delivered with validity of 20 years, not 10, as proposed by the initiative of President Claudia Sheinbaum.
The opinion project, which the Treasury Commission will vote next Monday and yesterday was distributed to its members, also passes from two to three years the deadline for the mandatory certification of said customs agents, which “for years have colluded with companies to avoid billions of pesos to the treasury,” said Morena yesterday.
Among the changes that the project includes is also the modification of one of the transitory articles, to define that the patents granted before the amendment will be applicable to the validity of 20 years, and the Commission also proposes to give companies the option of making use of credit letters, instead of the customs guarantee account, with the aim of not affecting its liquidity.
The opposition requested to review the opinion project within the legal period of five days, so the session of the commission scheduled for this Tuesday was postponed to Monday, October 6, so that the full vote the next day.
In parallel, yesterday the vice -coordinator of Morena, Alfonso Ramírez Cuéllar, announced that he will send a letter to the head of the Attorney General’s Office, Alejandro Gertz Manero, so that a special commission is integrated in the Prosecutor’s Office, dedicated to investigating and punishing the crimes of false billing and trafficking of fuels and merchandise,
“The magnitude of fiscal fraud in strategic sectors, such as fuels, textiles, footwear and sugar, shows that the Mexican customs system has been exceeded by smuggling, undervaluation and simulation practices of operations,” he said.
These are crimes that have become one of the main problems for public finances and the country’s competitiveness, he warned.
“In the previous six -year term, it is estimated that the Huachicol diesel prosecutor reached 43,700 barrels per day, equivalent to 10 percent of the national apparent consumption, with a fiscal loss derived from 4,600 million dollars for evasion of VAT and IEPS, and of 2,400 million dollars per gasoline smuggling, ”he explained.
