THE Minister of the Secretariat of Institutional Relations, Gleisi Hoffmann, said President Luiz Inacio Lula da Silva had lunch with the presidents of the House, Hugo Motta (Republicans-PB), and Senate, Davi Alcolumbre (Brazil-AP Union), on Tuesday (30), in Brasilia, to discuss the government’s priority guidelines in the National Congress until the end of this year.
In addition to Gleisi, Finance Minister Fernando Haddad was also at the meeting.
“It was to discuss the agenda a little that we have there this end of the year. These are important projects, I would not tell the government, I would say to the Brazilian population. One of them is the income tax that goes tomorrow to the plenary of the House, which exempts who earns up to $ 5 thousand reais,” said the minister in conversation with journalists after the Planalto Palace.
The bill reported by Deputy Arthur Lira (PP-AL), former mayor, provides for IR exemption for those who earn up to R $ 5,000 and the partial reduction of tax for those who receive between R $ 5,000 and R $ 7,350. To compensate for this collection, the federal government proposed an extra progressive rate of up to 10% for those who earn over $ 600,000 per year, or $ 50,000 per month.
The extra 10% extra rate will be charged from those who earn from R $ 1.2 million per year, or R $ 100 thousand per month. The proposal also brings 10% tax on dividends sent abroad, which was maintained by Arthur Lira in his report.
“Another very important article for us is Provisional Measure 1303, which is a provisional measure that taxes sectors with high income in Brazil, a little increases the taxation of Bets, fintechs [bancos digitais]of the banks, [aplicações em] letters of credit [imobiliário e do agronegócio] And it also generates an important resource for next year’s budget, “he added.
Gleisi stressed that MP 1303, which should be voted for the special committee on Thursday morning (2), according to Motta at lunch, also brings expense measures, including a change in the Law of Guidelines and Bases of Education (LDB) so that the PTO-PEA Program is accounted for as expense of the Fund for Maintenance and Development of Basic Education and the appreciation of Education Professionals (FUNDEB). The other point is a greater control in the registration of artisanal fishermen who receive insurance insurance, a social security assistance in periods when fishing is prohibited.
On the theme of amnesty or the so -called dosimetry bill, which reduces penalties for those convicted of the coup plot, Gleisi said the subject is out of the agenda.
“It seems to me that the amnesty will not be the agenda this week, I do not know when it will be agenda. As it is not a theme that interests us, we do not ask about it,” he said.
