The former chief of the intelligence service during the government of Alberto Fujimori, Vladimiro Montesinoswill be transferred from the Naval Base of Callao to the Ancón II prison, due to the expiration of the agreement between the National Penitentiary Institute (INPE) and the Marine of Peru in January 2026.
The Penitentiary Institution reported that, together with Montesinos, Víctor Poay, MRTA, and the members of the Terrorist Group Luminous Path Oscar Óscar Ramírez Durand and Florindo Eleuterio Flores Hala will also be transferred.
“All of them comply with a sentence under a CEREC DS regime No. 024-2001-JUS,” he said.
“This regime guarantees permanent surveillance and control of each of its movements, 24 hours a day, and will continue to be applied in Ancón II to ensure prison discipline,” he added.
“It should be noted that the agreement with the Navy culminates in January 2026. It will be then when the transfer of these inmates is made to said penitentiary establishment,” the statement culminates.
Who are the transferred?
Vladimiro Montesinos
The number two of the Government of Alberto Fujimori has been imprisoned since June 2001, when he was captured in Venezuela and extradited to Peru. Since then, he has accumulated more than 30 convictions for a wide range of crimes committed during his role as presidential advisor and head of the National Intelligence Service between 1990 and 2000.
According to a resolution of the Constitutional Court, all their penalties are unified in a maximum sentence of 25 years, so it is expected to be released on June 24, 2026, after fulfilling the entire conviction.
Victor Polay
He is the founder of the Túpac Amaru (MRTA) revolutionary movement, a terrorist Marxist guidance organization that operated in Peru during the 1980s and 1990s. He was responsible for kidnappings, attacks, assaults and other acts of violence in various regions of the country. Polay was captured in 1992 and subsequently sentenced to 35 years for terrorism.
The MRTA murdered approximately 1,000 people, including civilians, police, military, politicians, indigenous communities, among others. The MRTA also perpetrated murders for sexual orientation reasons, such as the “Las Gardenias” bar in Tarapoto (1989), where they executed eight LGTB people.
Likewise, the terrorist organization perpetrated in 1996 the hostage shot in the residence of the Japan ambassador to Peru, which lasted 126 days. The terrorists demanded the liberation of polay and other emeretists.
Óscar Ramírez Durand
Known as “Comandante Feliciano”, he was the last military chief of the Luminous Path Terrorist Group after the capture of Abimael Guzmán in 1992. Under his leadership, the terrorist organization tried to reorganize and continue with its armed struggle strategy, especially in the areas of the VRAEM (Valle de los Ríos Apurímac, Ene and Mantaro).
He was captured in July 1999, in Huancavelica, after an intelligence operation and sentenced to life imprisonment for various crimes such as homicide, terrorism, attack against national security, among others.
In 2018, he was condemned, together with the hiker dome, to life imprisonment for the Tarata attack, where 25 people died and more than 200 were injured in 1992.
Florindo Eleuterio Flores Hala
Known as “Comrade Artemio”, he was one of the main leaders of the Shining Path and leader of his faction in Alto Huallaga, where he remained in clandestinity for 28 years. Under their command, about 500 attacks were executed that caused the death of approximately 1,000 people, including police, military and civilians in different regions of the country.
It was captured in 2012 and sentenced to life imprisonment in 2013. In addition, the payment of S/500 million for civil reparation in favor of the State was ordered. The crimes attributed to him were terrorism, drug trafficking and money laundering.
