Fratti highlighted the discounts provided for the MGAP budget for those who contribute Imeba that “it had never occurred in the country”
Livestock Minister Alfredo Fratti presented this Saturday at Parliament the 2025-2029 budget for the Secretary of State in which six government commitments and 27 concrete actions that have already launched the portfolio are included.
Fratti said that “If we say that those who contribute by Imeba, who have never been able to discount anything, will discount the VAT of professionals, the VAT of the consignees, who can also have a system similar to the COMP, which can discount 40% of the investments, it seems to me that it is an event, the truth, that had never happened in the country. For his part, the Undersecretary of Livestock, Matías Carámbula, said that “Today there are budgetary restrictions, but we have expectation and also commitment of the National Government, Ministry of Livestock, Ministry of Economy, in a different and more favorable context in economic terms, power just some of the funds improve them to make a public policy in rural development promptly or towards the farm that is a bit broader.”
The six government commitments for the Ministry of Livestock, Agriculture and Fisheries (MGAP) are: to implement a multipredial irrigation plan through dam; The strengthening of the National Institute of Colonization, granting 25,000 hectares, prioritizing dairy and livestock producers, women and young people; Develop a health policy program oriented to the tick control and provide technical assistance to 1,000 rural producers to increase the responsible livestock stock, focus on the improvement of productive efficiency.
In addition to the commissioning of the National Development Plan, which enhances family production, and the elimination of 1% tax on semovientes.
In this regard, Fratti said that “This 1%approach, which remained in a commission at the request of the Congress of Mayors, is a historical claim of the agricultural trade unanimity of about 20 years ago.”

Fratti reported that, in addition to these commitments, the current administration has launched 27 concrete actions.
These actions are divided as follows: 14 of access to markets, two for the improvement of competitiveness, three to improve financing conditions, three tax changes and tax benefits and five improvements in productive, health and logistics aspects.
Regarding access to markets, MGAP reported that the opening of Hong Kong and Kuwait for poultry meat was achieved; of Bolivia and Qatar for honey; of Algeria for ovine for slaughter; from China for soy and rapeseed flour; from the United States, Egypt, Arab Emirates and Russia for Pecán nuts; Ukraine for plants enabled for the European Union for beef with and without bone and bad guy for bovine meat with and without bone.
In relation to the improvements of competitiveness, the Ministry also provides for the instrumentation of Bitrenes vehicles, made up of a truck and two trailers, for the transport of grains for which it is studying, together with the Ministry of Transportation, modifications on routes 8 and 9.
The use of bitrenes would allow to lower the cost of parallegar freight to the port of Montevideo, Fratti estimated.
