Study of San Lázaro reveals “multimillionaire looting” to the State for Billing

The size of fiscal evasion in Mexico is “overwhelming”, because it is estimated that the so -called companies Billing – those that issue vouchers for works or services that were never carried out, to evade the payment of taxes – already handle around 3.1 billion pesos, with a direct impact of 1.41 billion pesos that do not reach public coffers.
According to a study by the Morena bench in the Chamber of Deputies, the main challenge of the authorities is not so much the identification of these fraudulent companies, but the judicialization of the cases, since today the sanctions against them are very scarce, which leads to impunity.
The document, prepared by the vice -coordinator of the Guinda parliamentary group, Alfonso Ramírez Cuéllar, stressed that only between 2014 and 2019, the Tax Administration Service (SAT) identified 8 thousand 204 companies Ghosts capable of generating 8 million 827 thousand false invoices for an amount of 1.6 billion pesos.
Derived fraud, according to the analysis, reached 354 billion pesos, equivalent to 1.4 percent of the national gross domestic product, so it is a Mexican “multimillion -state looting”.
In his study, Ramírez Cuéllar warned that there are still “normative and institutional gaps” that allow the operation of the Billing And its clients with relative impunity, because although many of those companies have already been identified, very few have received some punishment for their activities.
The figures, he lamented, “are devastating”, since from 2014 to date, 13,594 taxpayers have been indicated to be alleged companies that invoice simulated operations (Efos, Efos Billing), but 353 have managed to distort the accusation and thousand 705 obtained firm sentences to cancel it.
As of September 4, 2025, 12,644 taxpayers have been confirmed as efforts in a definitive situation, but “there is no public information about how many of these cases have reached effective criminal proceedings.”
Despite the control programs and legal reforms, said the legislator, “the progress in the judicial means has been limited. The SAT manages to detect the cases and the Fiscal Attorney’s Office receives the files, but in the courts no arrest warrants have been issued. By 2025, there are 1,500 investigation folders arrested in courts.”
In practice, according to Morena’s study, “efforts are concentrated in detection, while effective sanctions are scarce, which keeps incentive in force to resort to false billing.”
For all this, the deputy defended the reform proposed by President Claudia Sheinbaum to combat the Billingsince “it extends the concept of ‘false invoice’ and hardens the consequences” against all participants in said fraudulent scheme.
