Government socializes decree that transforms the rules of cargo transportation

The new decree sets minimal costs, payment terms and environmental measures to balance and modernize load transport.

In a meeting with representatives of the transport sector, the Minister of Transportation, María Fernanda Rojas, presented Decree 1017 of 2025. The standard seeks to modernize the rules of cargo transport in the country and comply with commitments acquired by the national government with drivers and entrepreneurs in the sector.

According to the minister, the decree does not constitute only a normative update, but represents an act of justice with the base transporters. The provision contemplates the guarantee of clear rules, the setting of payment terms and the modernization of the automotive park, with the aim of moving towards a more competitive and sustainable transport scheme.

Among the changes introduced is the protection of transporters by setting mandatory minimum costs through the efficient cost information system (SICE-TAC). In addition, it is established that payments to service providers must be carried out within a maximum period of ten calendar days. The decree also defines sanctions for delays in loading and downloading, and includes more precise requirements for the authorization of transport companies.

With these measures, the Ministry of Transportation seeks to balance the relationship between load generators and transporters. The purpose is to reduce informality in the operation and guarantee greater stability to both small and large actors in the sector.

Decree 1017 also incorporates guidelines to boost the technological and environmental transition of load transport. To do this, it will be supported by the Technological Ascent Fund (FOPP), which will allocate resources to the renewal of the automotive Park and the acquisition of low emissions vehicles. With these actions it is expected to contribute to the competitiveness and sustainability of the sector in the long term.

The Ministry pointed out that this progress is registered within the policy “transport with dignity.” In this context, the authorities of the sector stressed that the objective is to strengthen road safety, increase logistics competitiveness and improve the working conditions of those who participate in the transport of loading, considered a fundamental axis for the national economy.
