The insecurity and crime linked to illegal mining has become a factor that affects the competitiveness of the mining Formal, warned the executive director of the National Mining, Petroleum and Energy Society (SNMPE), Angela Grossheim.
In that sense, he pointed out that the latest Fraser survey revealed that the percentage of mining companies that considers insecurity as a strong or decisive obstacle to invest in the country went from 6% in 2018, to 29% in 204.
The SNMPE representative said that excess procedures directly affects the level of competitiveness of Peru compared to other investment places, since uncertainty and lack of predictability in the planning of mining projects are generated causing comparative disadvantages against other mining countries.
The excessive over -regulation is not an exclusive problem of our country, Grossheim scored, citing that before the Covid pandemic, the Inter -American Development Bank (IDB) conducted a study in 18 countries in the region that concluded that bureaucratic procedures have proliferated at an amazing pace in Latin America and that the procedures have become extremely complex that requires repeated visits and interactions with organism public.
Similarly, he pointed out that the cost of attending these bureaucratic procedures is high for the funds of the States, but also for citizens and companies.
In that context, he said that although there are some significant advances with regulatory improvements through the executive tables of the Ministry of Economy and Finance (MEF), a real evaluation of all administrative procedures and public entities involved with mining activity has not yet been carried out.
“It is necessary to reduce cumbersome processes, duplications and excessive delays, without implying a reduction in the obligations of the administered; as well as working to achieve interoperability in the work of public entities; promote the digitalization and systematization of the procedures; and above all to strengthen public sector capacities,” he said.
He also invoked to assume the challenge of recovering trust, forge solid institutions, establishing clear and predicible rules; and undertake a firm strategy to face crime, since only then will it be possible
