The House of Representatives approved, on Thursday (25), Bill (PL) that determines the symbolic transfer from the capital of Brazil to Belém (PA) between November 11 and 21, while the 30th United Nations Conference on Climate Change (COP30) lasts.
The text now follows for Senate analysis. Authored by Deputy Duda Salabert (PDT-MG), the PL 358 of 2025 It allows the transfer of the Executive, Legislative and Judiciary powers from Brasilia to the capital of Pará.
With this, the acts and dispatches of the President of the Republic and the Ministers of States signed during the period of COP30 will be dated in the city of Belém. According to Salabert, the transfer allows greater dialogue between Brazilian and foreign authorities.
“This measure would demonstrate the commitment of the government and the Brazilian Parliament to environmental issues and the need to find effective solutions to a problem that affects the entire planet,” he wrote the parliamentarian in submitting the project in the House.
PL rapporteur in plenary, Deputy José Piante (MDB-PA), in turn pointed out that this measure is not unprecedented, since the capital was transferred to Rio de Janeiro (RJ) in 1992, during Rio 92, which was the first UN conference on climate.
“This portrays the importance that all Brazilians can, at this moment, through this gesture of the House of Representatives, the National Congress, recognize the symbolism of this event in the heart of the Amazon,” justified prior.

There were 304 votes favorable and 64 opposites. Only the new party and the opposition leadership positioned themselves contrary to the text.
“The transfer of the capital, even being symbolic, involves vehicle rental payment, location rental, IT expense [Tecnologia da Informação]”Said Deputy Luiz Lima (Novo-RJ).
According to the text, the Executive will regulate the law, establishing the administrative, operational and logistics measures necessary for the temporary transfer of the headquarters of the federal government.
Road security
In the same session, the House approved PL 2,334 of 2023 which modifies the rules of the National Public Security Fund (FNSP) to allow the use of part of the resources in road safety activities and qualification of traffic agents.
For the approved substitute, 5% of the value of traffic fines must go to the fund. The money will be used to build or reform traffic agencies units, buy equipment and vehicles, as well as enable agents.
