Plenary approves opinion that gives benefits to members of the neighborhood boards

The national representation approved, unanimously (114 votes), the opinion fallen to bills 4559/2022-CR 4868/2022-CR 7004/2023-CR and 6712/2023-CR, 6821/2023-CR, which proposes to modify Law 29701, in order to grant benefits in favor of the members of the neighborhood meetings Citizen Security neighborhoods.

“This law is an investment in social cohesion, justice and equity, since it empowers the members of our neighborhood organizations,” said Congresswoman Patricia Chirinos, secretary of the Defense Commission and who sustained the opinion held on bills 5404, 6716 and 6821, which proposes to modify Law 29701 and expand the benefits of neighborhood boards.

The Secretary of the Decentralization, Regionalization, Local Governments and Modernization of State Management, Elizabeth Taipe Coronado, supported the proposal indicating that, at a time when the country is whipped by crime and insecurity, they need to act with determination and recognize the contribution in the citizen security of the members of the neighborhood boards.

The work of the neighborhood boards is a clear example of solidarity, organization and civic commitment, given the incessant progress of crime, said Taipe Coronado.

According to the approved text, the National Registry of Neighborhood Boards of Citizen Security is created by the National Police, to identify the members of the neighborhood boards and their representatives.

“In order to guarantee the execution of preventive and deterrent measures that contribute to improving the levels of security and tranquility at the local level, the National Police, as well as the regional governments and local governments, are empowered to temporarily assign the neighborhood boards, goods related to citizen security, and must establish, the entity that assigns, a supervision procedure on the correct use of the assets assigned,” says the initiative.

Likewise, the members of the neighborhood boards will be the subject of benefits to encourage their voluntary participation in the fight against crime and insecurity, including an additional score in public tenders to access study scholarships for them or their children.

The approved initiative establishes that it is local governments that can grant these incentives in competitions organized by the National Scholarships and Educational Credit Program (PRONABEC).

The proposal also includes its participation in the public hearings of local and regional governments, in participatory budgets, attend in the formulation of security plans and transmit the needs of citizens, among others.

Meanwhile, the president of the Budget Commission, Alejandro Soto Reyes, supported the opinion of projects 4868, 7004 and 7186, which proposes to modify article 1 of Law 29010, which empowers regional governments and local governments to dispose of resources in favor of the National Police, in order to authorize the transfer of part of their institutional budget in favor of citizen security.
