Along the same lines, Elmer Cuba, a partner of MacroConsult, questioned that public policies discourage the exploitation of resources and warned that, although the economy is largely formal, a high labor informality associated with a normative burden that should be simplified.
Luis Carlos Rodrigo, partner of Rodrigo, Elías & Medrano Abogados, also highlighted the growing litigation for discretion in the inspections, with a jump of five to almost 40 cases in the ICADI, which reflects systemic problems that remain competitiveness.
The stability story
Faced with these criticisms, executive representatives recognized the situation, but defended that Peru remains attractive for their macroeconomic stability.
The Deputy Minister of Economy, Erick Lahura, said that excess requirements limits productivity, but argued that a simplification plan that includes the review of 300 standards in coordination with the private sector is already worked. He also mentioned digitalization as a tool to expedite procedures and reduce corruption risks.
Raquel Soto, Deputy Minister of Strategic Development of Natural Resources of the Ministry of Environment, on the other hand, stressed that interoperability between public entities is key to generating synergies and giving greater predictability to investors. He proposed to simplify procedures and develop practical guides that facilitate regulatory compliance.
These positions were presented at the “Deregulation for competitiveness” panel, developed on the second day of Perumin 37 Mining Convention in Arequipa.
