On the eve, the electoral counselor Dania Ravel Cuevas reported the beginning of an IIC procedure against her – a matter that is also against five other directors and former counselors – to determine in the late 2021 the impossibility of continuing with the organization of the process of revocation of mandate for the budget cut applied to the INE.
The counselor warned that it is a serious precedent that is denounced the exercise of a power of legal assessment of the members of the INE and are intended to sanction for it.
The leader of the deputies of Morena, Ricardo Monreal Ávila, said this morning that he would ask Gutiérrez with the withdrawal of the complaint.
Monreal said his party does not have the interest in affecting a counselor or former councilor of the institute.
Gutiérrez Luna, who at that time was president of the Board of Directors of the Chamber of Deputies and at the same time representative of Morena before the INE, justified that he has proceeded in that way against the directors.
The reason, he stated, was to prevent a constitutional procedure from being suspended, such as the mandate revocation consultation.
“It was a serious decision and some actions had to be taken. Subsequently, the Electoral Court decided that the INE effectively had no faculty to suspend the revocation of mandate,” said the morenista.
“In our opinion there would be no matter of the subject. Our judgment is an overcome issue. In our opinion it is something that is no longer the case. We do not know the reasons of the internal control body to reactivate that or I do not know,” Gutiérrez said in an interview.
He said that he will send a letter to the OIC to explain “that the objective of the complaint at that time, four years ago, was intended to be carried out.”
He also ruled out that he has sought to “amordaz” the INE counselors or has exaggerated with his complaint: “I believe that all the acts of any authority, I said a moment ago, are likely to be analyzed.”
Questioned that it was now the Ministry of Finance (SHCP) that would prevent a popular consultation in 2026 by not including in the economic package 2026 the request of the INE to have a precautionary budget for such a process, Gutiérrez Luna said he did not know the matter.
The INE supported a precautionary budget- as the Court was ordered- for 3,000 million pesos in 2026 preventively, in case there is a popular consultation.
However, Hacienda had to send it to the Chamber of Deputies as part of the PEF 2026, since the INE is an autonomous body on whose budget it cannot influence, but did not.
