This August 23, Dina Boluarte swore Ana Peña Cardoza like nUeva Minister of Women and Vulnerable Populations (MIMP), in replacement of Fanny Montellanos (current new Minister of Inclusion and Social Development).
Before Ana Peña Jure as head of the MIMP, she was institutional head of the National Library of Peru (BNP) and head of the Cabinet of Advisors of the Ministry of Culture (MINCUL) during the management of Leslie Urteaga. She also served as director of the Directorate of the National Consumer Protection Authority of the INDECOPI In 2020. However, their passage through these agencies have alleged irregularities, such as incompatible denials and illegal appointment of the position.
In consultation with the criminal lawyer, Benji Espinozathird -party contracts were found during Ana Peña’s efforts in their previous work in the BNP and the Mint, which has allegedly favored with jobs in important positions and finger hiring within the State.
Finger contracts: alleged incompatible businesses
From August 29 to September 19, 2023, the Argentine architect Emanuel Guillermo Pressianivisited the ministerial office and the advisory cabinet of the Ministry of Culture to meet with the current head of the MIMP, Ana Peña Cardoza, and former Minister Leslie Urteaga. After the last meeting with Peña, Guillermo Pressiani was hired the same day to make a Specialized Process Architecture Service at MINCUL For a value of S/30,000, in addition to being appointed this last month as an advisor to the former minister until December of the same year, according to its resume.

Its history continues the following year, when on September 25, 2024 they designate Ana Peña as the new institutional head of the National Library of Peru. Only 6 days after its management, Guillermo Pressiani appears with a new hiring for S/22,000 to provide analysis and elaboration services of architectural guidelines. Despite the observation, in December of the same year he returns as a specialist advisor to the General Management of the National Library of Peru.
“The incompatible negotiation or improper use of the position, basically what it implies is that there is an official who is improperly interested in any contract, does not need to be interested in a third party. We could be talking about a figuration for this crime,” said lawyer Espinoza regarding the service orders and visits of Guillermo Pressiani.
However, these double contracts in favor of Pressiani do not stop in that year. In 2025, the BNP registered 6 hiring from January to June, which in total, from the beginning of Ana Peña’s management in the BNP in 2024, is raising around S/107,800, as we will see in the following table. In this period, he still appeared as an advisor to Management.
According to the information profile of LinkedIn of Pressiani, he is currently working in the National Library of Peru as a specialist advisor of the Investment Executing Unit in Peru.
Questionable designation in BNP
On November 5, 2024, the former institutional chief of the National Library of Peru, Ana Peña, appointed the political scientist with Master in Criminology Keila Garrido For the position of Advisor II of the BNP Headquarters. His career in the police world is broad, thanks to his work and efforts in the Ministry of Interior and the National Police of Peru (PNP); But at the time he raised suspicions because he does not have university studies on librarian or literature, as the Association of Libraryologists of Peru (ABP) denounced to the Presidency of Council of Ministers (PCM). However, the petition was not heard by who was Minister of Culture in that period, Leslie Urteaga.
The ABP claimed that Garrido’s appointment was unnecessary, since his predecessor, Guisella Gonzales, who was hired for the same position designated on September 26, 2023 (when Peña was not head of the BNP), he has a master’s degree in Peruvian and Latin American literature, in addition to doctoral studies and be part of the teachers and researchers of the National University of San Marcos (UNMSM).
“We could talk about an illegal appointment of the position, because if a certain profile is needed for the position and is not fulfilled, it is already another crime, which falls from the official who appoints, to the person who accepts the position without the appropriate profile,” Espinoza observes.
In that sense, the position of positions of the National Library of Peru, points out that to be an advisor II in the institution, a university degree is necessary (it does not specify the profession) and 3 years of experience that must include one year in the public sector. On the requirements for line director, the title of profession does not specify and it is necessary to have 4 years of experience in functions and 2 years in positions of the same work or equivalents. Both positions are governed within the classification of trusted employee, of which their direct designation by the head of the institution is possible.
According to the affidavits and records of Garrido visits, she worked for the Interior Ministry since 2019 providing specialized services in public management on issues such as organized crime and terrorism. At present, he continues to exercise his work in the National Library of Peru as Director of Management and Articulation Library, a position that was granted on June 3, 2025 by a resolution Headquarters that, at that time, came from Ana Peña Cardoza.
