It is expected to implement, in the first semester of 2026, the national driving license for points, also known as “Points permit”, created by Decree No. 181/025, of September 2, 2025, in accordance with the provisions of article 23 of Law No. 19,824, of September 18, 2019. It will be done gradually for some infractions.
The initiative, developed in several countries of the world, demonstrates that, on average, since the application of this mechanism, the number of deaths was reduced by 10%, 9% of injured and 21% of traffic accidents.
The system
Through this procedure, tools originate to reward good behaviors in traffic and punish the dangerous. According to the regulations, each driver who first proceeds (beginner) his driving license will enter the system with eight points, a figure that will increase over time if he does not commit infractions that subtract them, until reaching a maximum of 15. Who has a current license when he accesses this system will begin with 12 points.
On the contrary, if traffic violations are generated, points are subtracted. Some of them are driving under the influence of alcohol or other drugs or using a cell phone, exceeding the permitted speed, participating in chopped, do not wear a helmet when moving in a motorcycle or safety belt or child retention system in vehicles.
If the number of points reaches zero, the permit will be suspended for three months and the person must, mandatory, the points recovery program. They can apply, voluntarily and once a year, who wish to recover points. These can also be recovered if the person did not commit infractions for a period of two years.
In those cases in which it is not possible to identify the driver who commits the infraction, for example, by speed registered by radar, the sanction will apply to the head of the vehicle. This will have 10 business days to notify who the responsible driver was. Otherwise, it will be applied to the car holder.
Marcelo Pédiera explained that 77.4% of people whose driving license is active, around 1,425,000, do not commit any infraction, while 20% that does not transgress standards that involve the subtraction of points.
Responsibility at the wheel
The President of the UNASEV presented about the evolution of the transit regulations and the road safety that originated the current context, in which it is possible to raise a new way of driving that promotes responsibility in front of the wheel and also punish the bad behaviors.
He explained that, after an exhaustive analysis of road accident data in the country and the use of a statistical prediction model, an action plan for five -year period was drawn, under the leadership of UNASEV, with strategic lines focused on education, control, work of justice and permission for points.
“It is important that we encourage ourselves to make the political decisions we need,” he said, and recalled that most of these actions do not imply costs or are actions to raise.
