The National Penitentiary Institute (INPE) reported that it changed the prison to the inmate Marcelo Outrosas, aka “El Diablo” and who was a client of the current Minister of Justice, Juan José Santiváñezwhen he exercised law.
“The Devil” is now internal in the Cajamarca prison, after issuing Directive Resolution No. 336-2025-INPE -ORNCH, of August 11 of this year. According to the statement issued by the entity, the transfer occurred “for having committed serious disciplinary offenses ranging from illegally having prohibited articles of communication to verbal and psychological aggression to female personnel in charge of their custody.”
Before that, he was held in the El Milagro prison, from the city of Trujillo.
In addition, the INPE added that any internal relocation to another penitentiary establishment of the country is carried out by complying with the norms that regulate the conduction and transfer of inmates nationwide.
“The inmate Marcelo Outrosas entered the Penitentiary Establishment of Cajamarca in optimal state of health. The transfer protocol of a penitentiary establishment to another implies that every internal is entitled to a medical evaluation in order to verify their health status,” they argue.
Likewise, they refer to the statement that, according to the information provided by the director of the Cajamarca prison, exitsas “has not denounced any type of aggression. There is also no report that some affectation to their health in the penitentiary establishment has been beaten or present.”
