The rapporteur of the INSS Inquiry Joint Parliamentary Commission (CPMI), Deputy Alfredo Gaspar (Union-AL), called for the arrest of businessman Rubens Oliveira Costa, named after Antonio Carlos Antunes, the so-called “Bald of the INSS”.
Oliveira Costa was summoned to testify as a witness to the board on Monday (22). GAspar requested the pre -trial detention of Oliveira Costa for the risk of escape and the practice of new crimes and also the arrest in the act of documentary concealment crime.
The president of the board, Senator Carlos Viana (Somos-MG), said that the request for arrest in the act should be voted by the end of the board meeting. The senator noted, however, that he may reassess the request if the witness “decides to collaborate, telling the truth.”

“This CPMI won’t be a place for impunity. If it is orange, it matters little. But knocking a rotten orange, we end up reaching the animal that is rotting the oranges,” said the rapporteur.
In other companies linked to the scheme and that Oliveira Costa also acted, such as ACDS Call Center and Brasilia Business Consulting, the movements were $ 4 million (2023) and $ 33 million (2024). In Brasília Consultoria, there were R $ 33 million and R $ 48 million, respectively in 2023 and 2024. CDS Calcenter, also under its representation, would have operated more than R $ 4 million.
“This citizen effectively participated in very serious crimes against retirees and pensioners, continues in impunity, committing crimes, meeting with other investigated and this would only be enough for these testimonials to be covered,” he continued.
Gaspar stated that the scheme was going through the transfer of tax documents payments to the companies involved in the scheme, from the orders of the “Bald of the INSS”.
At CPMI, Oliveira Costa said that among his duties was the issuance of fraudulent invoices, of services not provided.
