A second forensic expert report, released by Fourth Powerhe concluded that the voice in the audios sent by WhatsApp to Captain Junior Izquierdo in March 2024 corresponds to the now Minister of Justice, Juan José Santiváñez.
According to the Public Ministry, the new acoustic expertise was prepared by three specialists other than the first team. All agreed that there is a high probability that the Dubited voice corresponds to the indubed: Juan José Santiváñez Antúnez.
The analyzed audios come from the Santiváñez cell phone and were compared to official records of the Congress of 2024, which allowed to validate its authenticity.
In the messages, sent at the end of March 2024, when Santiváñez was not yet minister or had jurisdiction, he was heard to ask if there was information against “The brother”, in apparent reference to Nicanor Boluarte, with the intention of “defining his final points.”
In other conversations, he mentions political negotiations. “Aunt Popular Aunt has asked for 4 ministries and Acuña 2. If the aunt does not hit them, tomorrow,” showing pressures and movements around power.
Report No. 268-2025 points out that voice approval was carried out without the collaboration of the minister, who refused to deliver a direct sample. The specialists resorted to public recordings and Forensic Software Celebrite to guarantee the validity of the analysis.
In addition, text messages and voice notes were legally extracted from the cell phones of the left captain, who delivered his teams voluntarily to the Prosecutor’s Office.
Santiváñez referred to the officer as “brother” and sought sensitive information about ongoing judicial processes. According to the tax hypothesis, that information would have been key in its subsequent political rise.
